The meeting was called to order by Richard Mortenson, Chairman at 7:20 p.m.

Members Absent: Jeffrey LaMontagne, Larry Fitzgerald

Others Present: None

Brief discussion of quorum - minimus of three members present - quorum was made for today's meeting.

November minutes there was no quorum. A motion was made to accept the minutes from preceding meeting; October 18, 2007, by E. Normand. Motion seconded by W. McCasland. Unanimous.

Operations Manual Update: There was a discussion on the Operations Manual. It is to be put together on disk. To be done little by little. Copies are being made by Charlie Mallon. The Emergency Management Advisory Council (EMA Council) is currently waiting on return of manual. Not pushed any further to be on CD. No action yet. This topic will be brought up at next meeting, to decide how to approach it. Charlie Mallon and Larry Fitzgerald make up the sub-committee, and neither are present. Charlie returned manual during this meeting, during discussion of shelter. E. Normand will be taking it home with her to over the section about shelters. It will be returned next meeting.

Region 5 Radio Installation: The Region 5 radio installation is up and running, the EMA Council is just waiting on the license (in the process of getting it.). Region 5 runs a test every three months, once during the day and once at night. It has been installed in the EOC (Emergency Operation Center).

Computer for EOC: The town will give up to $2,500 for a computer for the EOC. Another directive has been sent out - need to get info on running fiber optics into EOC - the EMA Council will need to get a super fast computer. They have talked to Mayor Chatfield about it. The EMA Council is looking to get a hold of Mark Fortier (who services the town's computers) and get his perspective on what type of computer would be best. Mark will give specifications on what will be needed for the computer. The computer needs to be a disktop computer, not a laptop (one of the states specification that is known.) The state will reimburse the town for up to $2500 for the computer and its needed components. The town will just have to show that they have enough money to keep a contract for at least two to four years. Eventually the EMA Council wants to have the EOC be connected to high speed. Setting up a website will be very effective if we have a storm or an emergency. The website will allow the town to offer anything to other towns or regions that may be on help during emergencies; and other towns or regions could offer up anything we may need. (It would be like an APB for regions.)

Mutual Aid on Local and Interstate Information: The town is talking about signing contracts with other towns.
