Chairman Koehler called the meeting to order at 7:00 p.m. Chairman Koehler seated Larry Gomez for Brian Doody and Harold Bernier for John Kaufman.
Copies of the March 13, 2000 minutes were distributed for review. Chairman Koehler read aloud the minutes. Motion by Dave Holley, seconded by Harold Bernier to approve the minutes as read. Unanimous.
Correspondence:
Motion by Dave Holley, seconded by Harold Bernier to pay the Land-Tech Consultants, Inc., invoice in the amount of $366.30. Unanimous.

New Business:
a. Mark DeTulio, 5 Old Logtown Road. (Application #10-99). Mr. DeTulio submitted an application for a proposed 16’ x 26’ addition for an existing home at 5 Old Logtown Road that would be utilized as a family room with a 2-car garage below. Fees for the application were received. The existing stone gravel driveway would still allow sufficient room for maneuvering vehicles. There would be no disruption to the natural soils. B. Donovan corrected Item #13 on the application, stating that the proposed structure is not in a water company watershed area. Motion by Dave Holley, seconded by Joe Piotrowski to accept Application #10-99 as presented. Unanimous. The Commissioners did not feel a site walk was needed. Motion by Dave Holley, seconded by Larry Gomez to approve Application #10-99, Mark DeTulio, 5 Old Logtown Road, for an addition within a regulated area. Unanimous.
b. Robert Capanna, 38 Blue Trail Drive. Acknowledgement of subdivision. Mr. Capanna presented a map showing a proposed 4-lot subdivision on 9 Peach Orchard Road that is currently before the Planning & Zoning Commission. A copy of an invoice from H.T.M. Soils Consulting Service was read which indicated that preliminary soils investigation of the property showed no wetlands on 10-29-99. Bill Donovan stated the Town’s Soils and Wetlands Map also indicates that there are no wetlands involved. Motion by Dave Holley seconded by Joe Piotrowski to send a letter to the Planning & Zoning Commission regarding the proposed Lucas Estates Subdivision confirming that Wetlands approval is not required. Unanimous.
Motion by Chairman Koehler, seconded by Larry Gomez to add George Hughes, Lot 3 Hughes Court to the agenda. Unanimous.
George Hughes, 78 Alma Street, Waterbury. (Application #11-99). Mr. Hughes submitted an application for a new residential house, septic system and driveway within a regulated area on Lot 3 Hughes Court. Fees for the application were received. The Commissioners reviewed the map of Septic System Design prepared by Berkshire Engineering & Surveying, LLC, dated 11-26-99. Mr. Hughes will have the area reflagged prior to the site walk. Motion by Dave Holley, seconded by Larry Gomez to accept Application #11-99 as presented. Unanimous. A site walk was scheduled for Wednesday, April 19, 2000 at 7:00 p.m.

Land Use Inspector’s Report: Bill Donovan distributed a copy of the recently amended Section 6.0 of the Regulations regarding requirements for a public hearing on a received application, including the public’s right to petition. He stated the mayor’s office is inputting the regulations on the computer enabling changes and amendments to be adjusted more readily. The charge for a copy of the regulations will be increased from $7.00 to $15.00. Bill also informed the Commissioners that the Planning & Zoning Commission has chosen the firm of Harrell-Michalowski Associates, Inc., as the Town Planning Consultant for updating the Town’s Comprehensive Plan of Development. H.M.A., Inc., will be asking to meet with the various boards for input.
