Chairman Arnold Koehler called the meeting to order at 7:00 p.m. Lawrence Gomez was seated for John Kaufman. Harold Bernier was seated for David Holley at 7:02 p.m.

Approval of Minutes: Chairman Koehler read aloud the minutes of July 10, 2000. Motion by Joe Piotrowski, seconded by Larry Gomez to approve the July 10, 2000 minutes as presented. Unanimous.

New Business:
a. Town of Prospecvt, 36 Center Street. Modification of Application #02-98 - Caplan Park. Gene McCarthy, Assistant Director of Public Works for the Town of Prospect, explained that the Commission has previously given permission on the Caplan Park for regulated activities in two areas. Modifications have been made to add additional drainage with a small retention area that would discharge just short of the wetlands. Bill Donovan asked if the Town would be maintaining the drainage system to ensure that any chemicals used in the park would not flow into the wetlands. Mr. McCarthy stated that the Town would be maintaining the drainage system and he was hopeful that an irrigation system would be installed which would minimize the need for chemical applications. Motion by Harold Bernier, seconded by Joe Piotrowski to approve the modification of Application #02-98, with the more detailed drainage plan as shown on map dated 7-14-00 by Ferrero Hixon Associates, LLC, entitled Caplan Park SP-2, Prepared for the Town of Prospect. Unanimous.

b. Rosenfield Enterprises, 28 North MAin Street, West Hartford. Logging Operation - 157A Summit Road. Matt Gelston of Rossi Corporation, agent for Rosenfield Enterprises, presented an application for a selective thinning logging operation being proposed at 157A Summit Road. A copy of a Forest Products Sale Agreement signed by Rossi Corporation and Rosenfield Enterprises was submitted with the application as well as a Cutting Schedule/Sedimentation and Erosion Control Plan and map of the Rosenfield propert showing the main skid roads, yarding area and intermittent drainage crossings. Mr. Gelston explained each exhibit and stated that this operation would not change or alter the wetlands in any way. Bill Donovan stated that he walked the site with Mr. Gelston earlier in the day and confirmed that there were pre-existing skid roads. Bill also indicated that the stream are well defined. Motion by Joe Piotrowski, seconded by Lawerence Gomez to accept Application #02-2000 as presented. Unanimous. The Commissioners discussed the fee schedule estimated 5 acres of property within a regualted area and determined the stream crossings would be considered as one regulated activity. Fees were set at $200.00 and $10.00. Motion by Lawerence Gomez, seconded by Harold Bernier to approve Application # 02-2000 with a stipulation to schedule a site walk proir to the commencement of the logging operations to be certain any furtherconcerns of the Commissioners are addressed. Unanimous. A site walk was scheduled for Friday, August 18, 2000 at 6:30 p.m.

c. Diversified Builders, 207 Maple Avenue, Cheshire. House and Septic with in a regualted Area - Lot 3, Brookshire Drive. Ted Hart of Milone & MacBroom, agent for Diversified Builders, presented an application for the construction of a new house and septic systme at Lot 3, Brookshire Drive. This lot was part of the previously approved Mountainbrook Estates subdivision and Bill Donovan stated that the plan is consistent with the original plan. Mr. Hart explained that the location of the house and septic system were placed as far away from wetlands as possible, considering the lot size, front and rear setbacks and location of buildable land. Chesprocott has approved the site plan map. Chairman read a letter dated August 8, 2000 addressed to Bill Donovan from the Town of Cheshire, Inland Wetlands & Watercourses Commission indicating it was Staff's opinion that the proposed activities would not adversely affect any wetlands or watercourses within the Town of Cheshire. Any comments made at the next regular meeting of the CIWWC to be held on September 5, 2000 will be forwarded as soon as possible. Motion by Joe Piotrowski, seconded by Harold Bernier to accept Application #03-2000 as presented. Unanimous. A site walk was scheduled for Wednesday, September 6, 2000 at 6:30 p.m.

Enforcement Hearings: None

Land Use Inspector's Report: Bill Donovan reported that the South Central Regional Water Authority is putting approximately 600 acres of water company property up for sale and the Town has the frst option to purchase. He asked for a representative from Inland Wetlands Commission to serve on a subcommittee to assess property in the Town of Prospect for the purpose of identifying parcels that would be beneficial for the Town to purchase when they are put up for sale. Bill has contacted a representative from The Trust for Public LAnd, a national organization that works with cities and towns to help thewm in acquring open space.
