Chairman Arnold Koehler called the meeting to order at 7:03 p.m. Harold Bernier was seated for John Kaufman.
Approval of Minutes: Chairman Koehler read aloud the minutes of November 13, 2000. Motion by
Harold Bernier, seconded by Arnold Koehler to approve the minutes of the November 13, 2000 meeting as presented.
Harold Bernier and Chairman Koehler voted in favor of the motion. Joseph Piotrowski abstained. The motion carried.
Chairman Koehler noted that a site walk was held on November 18, 2000 at 35 Cornwall Avenue.
Communications:
- Council of Governments Central Naugatuck Valley Memorandum: 111500 dated November 14, 2000 re: that
Legislative Agenda.

Old Business:
a. South Central Regional Water Authority, 35 Cornwall Avenue. Bridge Crossing & Pipework in a
Regulated Area. This application was accepted at the November 13, 2000 meeting. Chairman Koehler stated
that he, Harold Bernier and Bill Donovan attended the site walk held on November 18, 2000. Chairman Koehler
reviewed the site plan map with the Commissioners and Bill Donovan. It was noted at the site walk that hay
bales should be extended to the corner of the fencing where the storage tanks are located to ensure that there
isn't any breach in the wetlands. Bill Donovan stated that when the new piping is chlorinated, measures need
to be taken to dispose of the chlorinated water properly. Bill stated that he was not sure if the Town of
Cheshire had approved the plan, but he has spoken with Cheshire and felt that they are comfortable with the
plan. Motion by Harold Bernier, seconded by Arnold Koehler to approve Application #06-2000 with two
modifications to the drawings by Tighe & Bond, Inc., Consulting Engineers, dated August 2000. The two
modifications are that the hay bales shown on C-101, Sheet 2 of 7, be extended to the corner where the storage
tanks are and that the discharge of chlorinated water used to sanitize the new piping is not to be discharged
on the ground or into the stream. Preferably, the chlorinated water will be put into tanks and disposed properly.
Harold Bernier and Arnold Koehler voted in favor of the motion. Jospeh Piotrowski abstained. The motion carried.

Land Use Inspector's Report: Bill Donovan stated that representatives from the Quinnipiac River Water
Commission introduced themselves to Bill and the Mayor and are offering their services in reviewing applications
to ensure the long term health and well-being of the watershed into the Quinnipac River. Bill distributed a
fact sheet on the Quinnipiac River Watershed to the Commissioners.
