Chairman Arnold Koehler called the meeting to order at 7:01 p.m. Lawrence Gomez was seated for Brian Doody. Harold Bernier was seated for David Holley at 7:03 p.m.

Approval of Minutes: Copies of the May 8, 2000 and June 12, 2000 minutes were distributed. Chairman Koehler read aloud the minutes of May 8, 2000. Motion by John Kaufman, seconded by Joe Piotrowski to approve the May 8, 2000 minutes as amended. Unanimous. Chairman Koehler read aloud the minutes of June 12, 2000. Motion by Joe Piotrowski, seconded by John Kaufman to approve the June 12, 2000 minutes as amended. Unanimous.

New Business:

a. Meyers Associates, P.C., 166 Waterbury Road. Storm water discharge into buffer. Terry Meyers of Meyers Associates, P.C., agent for Ralph J. DeLeo, Trustee, 166 Waterbury Road, presented the application. Mr. Meyers described the drainage systems for an adult day care center and medical facility being proposed at 166 Waterbury Road. John Kaufman stated he appreciated the use of oil separators and plunge pools in the systems. Bill Donovan asked that consideration be given to adding rip rap upstream of any storm water discharge within the regulated area. Mr. Meyers noted a change will be made on the site plan indicating that rip rap would be added at the final 50 feet of the grass swale. Motion by John Kaufman, seconded by Lawrence Gomez to accept Application #01-2000, Meyers Associates, P. C. Unanimous. The Commissioners considered the application to be for one regulated activity and application fees were paid accordingly. Bill Donovan stated he had visited the site and the terrain would make a site walk difficult. A report dated December 6, 1999 from Soil Resource Consultants was reviewed. The Commissioners agreed that a site walk was not necessary. Motion by John Kaufman, seconded by Harold Bernier to approve Application #01-2000 as amended with added rip rap and stipulating that maintenance of the drainage improvements be carried out on a regular basis by the property owner to insure the proper operation of the systems. Unanimous.

Enforcement Hearings: None

Land Use Inspector’s Report: Bill Donovan reported that the past month was his busiest yet with zoning permits. The first public meeting on updating the Plan of Development was held on June 21st and Bill felt that the public input was good. The planners would be scheduling meetings with the various boards for input.
