Chairman A. Koehler called the meeting to order at 7:07 p.m. Chairman A. Koehler seated D. Bajorek at 7:15 p.m. for David Holley.

Public Hearings: None

New Business:

  1. Dinis Marques, 12 Woodland Terrace. (Application #12-99). Mr. Marques submitted an application for a 15’ x 30’ above ground pool at 12 Woodland Terrace. The pool site is to be within an established lawn area. Chairman A. Koehler stated that he visited the site and noted that the silt fencing needed to be repaired in a few areas. Mr. Marques has Chesprocott approval. J. Kaufman asked if the area of the pool site was stable ground. B. Donovan verified that the ground was stable. D. Bajorek asked where pool supplies would be kept. Mr. Marques stated the supplies would be stored in his garage. Application fees have been paid. Motion by J. Kaufman, seconded by D. Bajorek to accept Application #12-99 as presented. Unanimous. The Commissioners agreed that a site walk was not necessary. Motion by B. Doody, seconded by J. Piotrowski to approve Application #12-99, Dinis Marques, 12 Woodland Terrace, for an above ground pool in a regulated area. Unanimous.

Approval of Minutes: Copies of the April 10, 2000 meeting were distributed and read aloud by Chairman A. Koehler. Motion by D. Bajorek, seconded by J. Piotrowski to approve the minutes of April 10, 2000 as amended. The motion carried with one abstention (J. Kaufman).

Old Business:

  1. George Hughes, 78 Alma Street, Waterbury. (Application #11-99). This application was accepted at the April 10, 2000 meeting. Chairman Koehler indicated that a site walk was held on April 19, 2000 at 7:00 p.m. Mr. Hughes stated an engineered septic system is required. He has submitted a site plan to Chesprocott but has not received their reply to date. Chairman Koehler stated that the Commission has to make a decision on this application at the June 12, 2000 meeting.
  2. New Business:

  3. Town of Prospect, 36 Center Street & American General Investors, Scott Road and Route 69. Filling of wetlands and drainage improvements. Mayor Robert Chatfield presented an application for a drainage improvement project on Scott Road from Route 69 to Pinecrest Drive. The project is being done to alleviate hazardous road conditions during rainstorms and winter ice storms. The activities will upgrade the present storm water drainage system. Mark Guastaferri of American General Investors, Inc., agent for Paulmar Associates, LP, presented an application for installation of a catch basin and associated piping to eliminate existing standing water at 62 Waterbury Road. American General Investors will work in conjunction with the Town’s project by installing a catch basin on the West Side of Scott Road. One solid pipe will run from the catch basin being installed by the Town on the East Side of Scott Road to the catch basin on the West Side and then connected to a pipe that currently runs under Route 69 to Hotchkiss Field. This project would cause the existing standing water on Mr. Guastaferri’s property to disappear and the resulting basin area will be filled and leveled. Chairman Koehler stated that the existing pipe that runs under Route 69 is at least half filled with silt and asked if this pipe would be cleaned out. Mayor Chatfield confirmed that it would. B. Donovan raised the issue of waiving the application fees for American General Investors since they are working in conjunction with a Town project and enabling the Town to make improvements to that area of Scott Road. Motion by J. Kaufman, seconded by D. Bajorek to accept Application #13-99 as presented. Unanimous. Motion by B. Doody, seconded by J. Kaufman to waive the fees on Application #13-99 as the work is being done in conjunction with a Town project. Unanimous. Motion by J. Piotrowski, seconded by J. Kaufman to approve Application #13-99, American General Investors, 62 Waterbury Road for installation of a catch basin and associated piping as discussed. Unanimous. Motion by B. Doody, seconded by J. Kaufman to accept Application #14-99 for drainage work. Unanimous. Motion by J. Kaufman, seconded by D. Bajorek to waive the fees on Application #14-99 for the Town of Prospect. Unanimous. Motion by J. Kaufman, seconded by J. Piotrowski to approve Application #14-99 as presented by the Town of Prospect for drainage work on Scott Road from Route 69 to Pinecrest Drive. Unanimous.

Enforcement Hearings: None

Land Use Inspector’s Report:

B. Donovan stated that he had received a publication from Northeast Wetland Plans, Inc., Amherst, MA, offering bundles of wetland plants and shrubs for sale. The plant species are categorized by zones. Bill mentioned the publication would be helpful in providing a way to purchase vegetation used in re-establishing wetlands.
