Chairman Arnold Koehler called the meeting to order at 7:03 p.m. Harold Bernier was seated for Brian Doody and Enver Kaba was seated for John Kaufman.

Approval of Minutes: Chairman Koehler read aloud the minutes of October 23, 2000. Motion by Harold Bernier, seconded by Enver Kaba to approve the minutes of the October 23, 2000 meeting as amended. Unanimous. Chairman Koehler noted that a site walk was held on November 4, 2000 at 145 A Summit Road. The Commissioners did not have any concerns that needed to be addresses.

  6. Proposed Subdivision Application from Heritage Builders of Waterbury, LLC, for Parkway Acres Section 23, Stony Brook Road, Waterbury.

New Business:
a. South Central Regional Water Authority, 35 Cornwall Avenue. Bridge Crossing and Pipe Work in a Regulated Area. Andrew Morosky, Project Engineer for the South Central Regional Water Authority, presented an application for replacement of the water main at Cornwall Avenue from the storage tank site to the Cheshire town line. An access road will be constructed over the existing water main and a temporary water main will be installed above ground over the stream while the existing water main is being replaced. A 20" water main will be installed in the same location as the current 16" water main. The project is expected to start in the Spring 2001 and last approximately six months. The purpose of the project is to provide increased hydraulics and a more secure water supply. Fees of $240.00 and $10.00 were paid based on 2 regulated activities; one stream crossing and working within the wetlands buffer. Notification from the Town of Cheshire was received informing the Commission that an application for this project has been accepted by the Cheshire Inland Wetlands Commission and a site walk was held in Cheshire on November 11, 2000. Motion by Enver Kaba, seconded by Harold Bernier to accept Application #06-2000, South Central Regional Water Authority as presented. Unanimous. A site walk was scheduled for November 18, 2000 at 1:00 p.m.

b. Schedule 2001 Meeting Dates. Chairman Koehler presented the following propsed meeting dates for 2001.

Motion by Enver Kaba, seconded by Harold Bernier to accept the meeting dates as presented. Unanimous.

c. Land Data Engineers Referral of an Application for a Proposed Resubdivision - Parkway Acres Section 23, Stony Brook Road, Waterbury. The proposed resubdivision was referred to the Town. The Commissioners reviewed the plans and determined that this proposal would not have any impact on th eTown of Prospect's Wetlands or watercourses. Bill Donovan will be directed to send a reply to Land Data Engineers informing them of the Commissioners determination.
