Chairman Koehler called the meeting to order at 7:00 p.m. Harold Bernier was seated for
David Holley.
Approval of Minutes: Minutes of the March 26, 2001 meeting were read aloud. Chairman
Koehler noted that site walks were held on Saturday, April 7, 2001 at 80 & 84 Scott Road and 97
Waterbury Road. Motion by Brian Doody, seconded by John Kaufman to approve the minutes
of the March 26, 2001 meeting as read. Unanimous.
Communications:
- Invoice dated March 21, 2001 from the Land-Tech Consultants, Inc., re: 97 Waterbury Road
for Professional Service through February 2001 in the Amount of $311.30.
- Connecticut Federation of Lakes - CFL Newsletter, Vol. 6, Issue 1.
- University of Connecticut Cooperative Extension System - Regional Workshop "Linking Land Use
to Water Quality", Spring & Fall 2001.
Motion by Harold Bernier, seconded by Brian Doody to pay the invoice from Land Tech
Consultants, Inc., in the amount of $311.30 for professional services in reference to 97
Waterbury Road through February 2001. Unanimous.
Old Business:
a. David Praskievicz, 1746 Plank Road, Cheshire, CT. Application #11-2000, for
Wood Products in a Regulated Area - 80 & 84 Scott Road. This application was accepted at
the February 26, 2001 meeting. Scott Poryanda of Connecticut Consulting Engineers spoke on
behalf of the applicant. Mr. Poryanda reviewed changes made to the site plan as a result of
the site walk on April 7th. Changes made include an intermittent watercourse that had been
missed on the original plan, as well as the driveway detailed of the wetlands crossing
relevant to the intermittent watercourse located behind the building. Mr. Poryanda is
proposing to add 4 inches of 2-inch crushed stone on top of the gravel to further stablize
the access road. The Commissioners discussed whether the changes made were enough to ensure
stabilization of the access road and the possibility of installing a berm in addittion to
the silt fencing around the entire processing area for sedimentation control. The applicant
was asked to make the following changes to the site plan: 1) Add a filter fabric to the gravel
base on the access road along with the 4 inches of stone for better stabilization; 2) Continue
the silt fencing where the watercourse was added on the map to completely surround the area;
3) Show the paved road going over the crossing on the erosion control plan. Due to time
constraints for approval of this application, the Commissioners asked Mr. Praskievicz for a
30-day extension for a making a decision on the application. The Applicant submitted a written
approval for the extension. Mr. Poryanda will have the revisions made on the site plan map
for the next regular meeting.
b. J.N.J. Reality, LLC, 97 Waterbury Road. Application #12-2000 for a Car Wash/Quick
Lube Facility. A public hearing is scheduled on this application for May 14, 2001 at 7:30 p.m.
Chairman Koehler read aloud a letter sent to the Concerned Prospect Citizens requesting that they
provide specific information on the activities they feel would have or are reasonably likely to
have an effect of unreasonably polluting, impairing or destroying the public trust in the air,
water or other natural resources of the town. Sigrun Gadwa of Carya Ecological Services, representing
the Concerned Prospect Citizens, cited potential pollutants associated with the proposed car
wash. Ms. Gadwa stated that the detention time in the detention basin is insufficient to allow
adequate settling of road runoff. Aromatic hydrocarbons, detergents, salt from the undercarriage
of vehicles and oil leaks are significant factors associated with polluting air, water and other
natural resources of the Town. The Prospect Concerned Citizens feel that the proposed car wash,
which will generate considerable traffic and idling vehicles, will pose a higher risk to aquatic
creatures, invertebrates and natural resources than other uses of the property. The Commissioners
agreed that the Concerned Prospect Citizens would be allowed to intervene in reference to this
application.

Motion by John Kaufman, seconded by Brian Doody to add William & Linda Henaghan, 20
Platt Drive, to the agenda under New Business. Unanimous.
New Business:
a. William & Linda Henaghan, 20 Platt Drive. Application for an Addition with an Added
Deck to the Existing Home Within a Regulated Area. Scott Poryanda of Connecticut Consulting
Engineers represented the applicants and presented the applicantion for proposed additions and
deck to an exisiting single-family home at 20 Platt Drive. The Wetlands have been flagged.
There is an existing in-ground pool within a regualted area. Fees were paid in the amount of
$170.00 and $10.00 based on a 3-acre parcel and one regulated activity. Motion by Brian
Doody, seconded by John Kaufman to accept Application #13-2000, William & Linda Henagan, 20
Platt Drive, for proposed additions and added deck to an exisiting house within a regulated
area. Unanimous. A Site walk was scheduled for May 8, 2001 at 6:00 p.m. with a rain
date of May 10, 2001 at 6:00 p.m. Mr. Poryanda stated that he would have the corners of the
proposed activites staked prior to the site walk.
Enforcement Hearings: None
Land Use Inspector's Report: Bill Donovan reported that the septic system at Country
Manor Convalescent Home on Summit Road has been expanded and it did not impact the wetlands.
The work being done at the corner of Dorothy Avenue and Route 68 is progressing and Mr. Slapikas
is complying with proper stabilization of the road and maintaining a construction like area.
Bill has contacted Finno Development, West Ridge Estates, to re-establish the silt fencing.
Public Participation: Sherri Cocchiola, Maple Drive, commented on the additional runoff
to properties in the Barry Lane area as Route 69 becomes more developed. Mike Dreher, 2 Stonefield
Drive, questioned the source of the water coming from the catch basins in the area of the proposed
car wash.
Motion by John Kaufman, seconded by Brian Doody to adjounr at 8:40 p.m. Unanimous.
