Approval of Minues: Motion by B. Doody, seconded by H. Bernier to approve the minutes of the June 11, 2001 meeting with one correction. Unanimous.

b. Donald Oldakowski, 7 Spring Road & 173 Union City Road. Application #17-2000 for a Single Family House, Septic System and Driveway in a Regulated Area. This application was accepted at the May 14, 2001 meeting. As requested at the last meeting, Paul Bunevich of Land-Data Engineers presented maps showing the placement of the regulated activities within the Indian Field Well Field aquifer recharge area and also the site location relative to surrounding bodies of water and drainage patterns. Motion by B. Doody, seconded by H. Bernier to approve Application #17-2000 for a Single Family Home, Septic System and Driveway within regulated areas on property located at 7 Spring Road and 173 Union City Road according to the drawings prepared by Land-Data Engineers and identified as "Site Development Plan - Lots 1 & 2, Land of Donald Oldakowski, Spring Road, Prospect Connecticut", dated May 14, 2000. Unanimous.
c. Mike McAllen, Lot 5 Hughes Court. Application for a Single Family Home and Septic within a Regulated Area. This application was accepted at the June 11, 2001 meeting. Chairman Koehler stated that a Site Walk on this parcel did take place on June 14th and consequent to that Site Walk the Commission asked the applicant's engineer to relocate the septic farther from wetlands soils. Jim Kulpa, of Milone & MacBroom presented revised plans showing the septic system relocated an additional 13 feet farther from wetlands and is now approximately 30' from defined inland wetlands areas. Motion by B. Doody, seconded by H. Bernier to approve application #18-2000 for a Single Family Home and Septic within a Regulated Area as shown on map prepared by Milone & MacBroom, Inc. entitled "D'Alessio Property, Hughes Court Lot 5 Prospect Connecticut" dated November 3, 2000 with latest revisions to June 22, 2001 and with the stipulation that the engineer present a copy of the above map with a Chesprocott Health District stamped approval to the Land Use Officer for verification and filing. Unanimous.
d. J.N.J. Realty, LLC, 97 Waterbury Road. Application #12-2000 for a Car Wash/Quick Lube Facility. The public hearing on this application was closed at the June 11, 2001 meeting. Chairman Koehler announced that because there are only 3 seated commissioners in attendance he would defer any discussion on this application until the next sheduled meeting.

New Business: Prospect Sportsdome, LLC, 155 Union City Road. Application for an inflatable sports dome and site work within regulated areas, one driveway crossing over a watercourse, construction of a septic system within a regulated area and development on wetland designated located. Steven Feinstein of Giacomo, Gallo, Feinstein & Naishtut, LLP introduced the application as a year round inflatable sports complex offering a variety of sporting opportunities to the community. Stephen Guidice of Harry E. Cole & Son as site engineer reviewed existing site conditions and proposed development on the 8.73 acre parcel. This parcel has a history of prior gravel and earth removal operations, that has resulted in a present condition of steep slopes, exposed boulders, uneven terrain and previously disturbed wetlands. There is a watercourse that flows through the parcel and in a westerly, downstream direction. Development of the lot will consist of constructing a 79,200 square foot structure on leveled ground utilizing processed stone, abutting graveled parking areas and on-site septic system. A processed stone driveway will be constructed from Route 68, crossing over the existing watercourse with piping and where the invert will be placed at the exisitng grade of the channel bottom. A detention pond will be constructed on the westerly side of the proposed sports dome and parking areas to contain storm water runoff and also meter downstream discharge for zero net increase in peak runoff. The bottom of the detention basin will be covered with organic materials from disturbed areas and stabilized with indigenous wetlands plantings. Approximately 1/3 acre of wetlands will be directly impacted. Mr. Giudice also stated the detention basin and associated riprap would be constructed prior to any uphill site development to help contain disturbed soils. Motion by A. Koehler, seconded by B. Doody to accept application #19-2000, Prospect Sports Dome, LLC, 155 Union City Road for activities within regulated areas, one watercourse crossing and direct filling in of a wetland. Unanimous. A Site Walk was subsequently set for Thursday, June 28th at 7:00 p.m.
Land Use Inspector's Report: Bill Donovan mentioned a meeting scheduled for July 18th Planning and Zoning Commission with Harrall Michalowski Associates who are the Planners contracted to develop the Town Plan of Conservation and Development. Bill encouraged commissioners to attend the meeting to hear about the Plan and also offer comments or suggestions.
