March 26, 2001

Chairman Koehler called the meeting to order at 7:01 p.m. Lawrence Gomez was seated for David Holley and Enver Kaba was seated for John Kaufman. Chairman Koehler asked for a moment of silence in memory of Joseph Piotrowski.

Approval of Minutes: Minutes of the March 12, 2001 meeting were read aloud. Motion by Brian Doody, seconded by Enver Kaba to approve the minutes of the March 12, 2001 meeting as amended. Unanimous.

Communications:

  1. R C & D News - Eastern Connecticut Council, Winter Edition.
  2. Council of Governments Central Naugatuck Valley - Request for Updated Mailing List Information.
  3. Department of Environmental Protection Open Space & Watershed Land Acquisition Grant Program Questionnarie.

Old Business:
a. David Praskievicz, 1746 Plank Road, Cheshire, CT. Application #11-2000 for Wood Production in a Regulated Area - 80 & 84 Scott Road. This application was accepted at the February 26, 2001 meeting and a site walk is scheduled for Saturday, April 17, 2001 at 8:00 a.m. John Kaufman asked about the condition of the site that Quality Hardwood operates from currently. Bill Donovan stated that the application would allow the Commissioners to visit the current operations individually. There was no further discussion on this application.

b. J.N.J. Realty, LLC, 97 Waterbury Road. Application #12-2000 for a Car Wash Facility/Quick Lube. This application was accepted at the March 12, 2001 meeting. A site walk is scheduled for April 17, 2001 at 9:00 a.m. with a fall back date of May 12, 2001 at 8:00 a.m. if necessary. A public hearing for this application is scheduled for May 14, 2001 at 7:30 p.m. The Commissioners discussed the Verified Notice of Intervention submitted by the Concerned Prospect Citizens. It was decided that a letter would be sent to the Concerned Prospect Citizens requesting that they provide more specific data on what they believe to be the adverse effects the proposed car wash would hae to the wetlands. Discussion on the Verified Notice of Intervention would continue at the next regular meeting.

Land Use Inspector's Report: Bill Donovan reviewed procedures with the Commissioners for Inland Wetlands application when a public hearing is being conducted. (Section 6.2 of the Regulations).
