Chairman Koehler called the meeting to order at 7:05 p.m. H. Bernier was seated for D.
Holley and S. Skrebutenas was seated for Lawrence Gomez.
Approval of Minutes: Chairman Koehler read aloud the unapproved minutes of September 24,
200l. Motion by J. Kaufman, seconded by H. Bernier to approve the minutes of September
24, 2001 as amended. Unanimous. Chairman Koehler read aloud the unapproved minutes of
October 22, 2001. Motion by S. Skrebutenas, seconded by J. Kaufman to approve the minutes
of October 22, 2001 as presented. Unanimous.
Communications:
- Invoice #96430 dated November 15, 2001 from Land-Tech Consultants, Inc., for services
rendered through October 2001 re: Union City Road.

Motion by J. Kaufman, seconded by H. Bernier to pay the invoice for Land-Tech
Consultants, Inc., in the amount of $1444.50. Unanimous.

New Business:
c. Peter Sydoriak, Lot 14 Highland Drive. Extend Original Permit as Approved for Lot 14
Highland Drive. Scott Poryanda of Connecticut Consulting Engineers represented the applicant.
Mr. Poryanda explained that Peter Sydoriak is requesting an additional 5-year extension (for
a total of 10 years) from the original approval date of April 24, 1995 for Lot 14 & 15 Highland
Drive. Mr. Poryanda presented a map approved by Chesprocott in 1995 and stated that there are
no revisions being proposed from the original approval. Bill Donovan presented a copy of the
original Inland Wetlands approval noting that the approval was for Lot 14 Highland Drive only.
Mr. Poryanda revised his request to be an extension of the original approval for Lot 14 Highland
Drive only and stated he would submit an application for Lot 15 at a later meeting. Motion by
B. Doody, seconded by S. Skrebutenas to extend for an additional 5-year period, to April 24,
2005, the original approval for Application #17-94, Peter Sydoriak, for activity within a
regulated area on Lot 14 Highland Drive with the modification that the applicant run drainage
to the wetlands. Unanimous.
Public Hearings:
a. Prospect Sportsdome, LLC, 155 Union City Road. Application #19-2000 for a Sports Complex
with Septic System, Detention Pond and Building within a Regulated Area and a Stream Crossing
and Site Work within a Watercourse and Wetland Area. Chairman Koehler reopened the public
hearing at 7:42 p.m. and read a letter dated November 20, 2001 from Land-Tech Consultants,
Inc., regarding a third review of the proposed Prospect Sports Dome. Stephen Giudice, of
Harry E. Cole & Son, represented the applicant and submitted the latest revised site plan map
for the proposed sports dome. Mr. Giudice reviewed the relocation of handicapped parking and
the gross particle separator, as well as modifications to the septic system and detention
basin. Mr. Giudice submitted pictures showing the filtration system of low level discharge
currently in use at two different sites in Southington that is being proposed for the
detention basin. The original accessway from Union City Road will not be used at all other
than during the initial sports dome construction and site development. Mr. Giudice stated
that the old entrance would have to maintain a 2-1 slope and that area would be returned to
its natural state or as close as possible. Discussion was held on whether the parking lot
should be paved or not. Chairman Koehler read a letter dated November 26, 2001 from
Chesprocott Health District that states "The engineer has demonstrated the parcel can support
a code-complying septic system for a facility generating an average of 604 gallons per day (maximum
907 gallons per day)." A condition of Chesprocott approval requires the facility owner to
submit quarterly water usage figures to Chesprocott and, prior to final approval, Chesprocott
would require a letter of agreement from the owner/operator stating that if water usage exceeds
the average of 604 gallons per day, usage would be curtailed to bring the gallonage into
compliance. The Commissioners discussed further the pros and cons of a gravel parking area
versus a paved parking area with Mr. Giudice. Chairman Koehler directed B. Donovan to discuss
this issue with the Town's Reviewing Engineer for an opinion as to whether the proposed gravel
parking area would hold up under anticipated heavy traffic. There were no comments from the
public. Chairman Koehler indicated that since the original accessway was not going to be used,
the applicant should begin to stabilize that area to avoid runoff. The public hearing for the
proposed Prospect Sportsdome was closed at 8:23 p.m.
New Business:
a. & b. CRT Realty, LLC, Summit Road & Cornerstone Real Estate, Inc., Melissa Lane.
Applications for Proposed Subdivision with Regulated Activities - Royal Crest North & Royal
Crest South. David Carson, OCC Design Consortium, represented the applicants for both Royal
Crest North & Royal Crest South. Mr. Carson explained that there are two separate applicants
and that both Royal Crest North and Royal Crest South will be developed separately. In an
effort to give a clearer picture to the Commission of both projects, however, Mr. Carson is
presenting Royal Crest Subdivision as one subdivision with two phases. Mr. Carson submitted a
Development Analysis including Environmental & Stormwater Impact Assessment to assist the
Commissioners with their review of both applications. The Commissioners determined that the
application would not be accepted until after a site walk in order to calculate the appropriate
fees based on the number of regulated activities to be determined at the site walk. A site
walk was scheduled for December 8, 2001 at 9:00 a.m. with a rain date of December 9, 2001 at
9:00 a.m.
e. Robert Capanna, 23 Luke Street. Application to Create a Pond Within a Regulated Area.
Robert Capanna presented a site plan for his property at 23 Luke Street with a proposed
skating pond. The pond would be located in existing wetlands on the property. Motion by
J. Kaufman, seconded by B. Doody to accept Application #03-01, Robert Capanna, for a proposed
pond at 23 Luke Street. Unanimous. A site walk was scheduled for December 8, 2001 at 8:30
a.m. with a rain date of December 9, 2001 at 8:30 a.m.
f. Northeastern Development, LLC., 535 Mulberry Street Ext., Naugatuck, CT. Adjoining
Municipal Wetlands Notification. Bill Donovan gave a brief overview of a proposed 99-lot
subdivision being proposed in the Town of Naugatuck. The developer is submitting the proposal
because it is within 500 feet of the Prospect town line. The Commissioners had no concerns
with the proposal.
Enforcement Hearings: None
Land Use Inspector's Report: Bill Donovan reported that Yankee Gas has completed laying piping
along Routes 68 & 69 and should be beginning to take down the silt fencing. It is anticipated
that the Connecticut Water Company will soon be starting to lay water main piping from Maria
Hotchkiss Road along Route 69 north to the new medical facility.
Public Participation: Dan Hurst and Paul Vumbaco of Bilt Rite Homes stated their disagreement
with the decision earlier in the evening by Scott Poryanda of Connecticut Consulting Engineers
not to submit an application for Peter Sydoriak for proposed regulated activities at Lot 15
Highland Drive. Bilt Rite Homes was led to believe that both Lot 14 and Lot 15 had previous
Inland Wetland approval. The Commissioners discussed the maps submitted by Mr. Hurst and Mr.
Vumbaco and agreed to set a site walk for Lot 15 Highland Drive on December 8, 2001 following
the site walk being conducted at the proposed Royal Crest Subdivision, rain date December 9,
2001. An application would be submitted at the next regular meeting of Inland Wetlands.
