Chairman Koehler called the meeting to order at 7:02 p.m. No alternates were seated.

Applications:

a.) Application # 03-02; Edward Hankey & Jane Valetkevitch, 200 Coachlight Circle. Regulated activities within a proposed "Hanky Estates" 8-lot subdivision. Stephen Giudice of Harry E. Cole & Son represented the applicants. Mr. Giudice presented a revised set of plans from the previous meeting. The revisions detail changes made with the detention basin and storm water piping to accommodate additional road water runoff from Coachlight Circle resulting from the removal and abandonment of storm water piping now discharging into the existing drainage swale on the abutting Jennings' property. An emergency spillway is also being incorporated into the drainage channel between the detention basin and the downstream wetlands to accommodate a 100-year storm event. In regards to Lot 4, the regulated activities consist of a level spreader dispersing house footing drain discharge and grading at the septic area. Chairman Koehler noted that a Site Walk did take place on November 16, 2002. Motion by Dave Holley, seconded by Brian Doody to approve Application #03-02 of Edward Hankey and Jane Valetkevitch for regulated activities as shown on drawings entitled "Site Grading & Erosion and Sedimentation Control Plan" and "Notes and Details Plan", included in subdivision plans entitled "Hanky Estates--Coachlight Circle" as prepared by Harry E. Cole & Son, Professional Land Surveyors & Consulting Engineers, 28 Werking Street, Plantsville, Connecticut 06479 dated May 7, 2002 with latest revision date of November 21, 2002. Unanimous.

b.) Application # 04-02; Eagle Auto Body, Inc., 128 Union City Road. Jason Sarojak of ASW Consulting Group, LLC, 329 Main Street, Suite 203, Wallingford, CT 06492-0495 represented the applicant. Chairman Koehler stated a site walk did take place on November 16, 2002. Mr. Sarojak related that the proposed wetlands restoration is the result of a DEP "Notice of Violation and Consent Order" issued against Eagle Auto Body for discovered oil spills, other contaminants and prior illegal filling of wetlands. The application involves a staged process that includes the removal of fill over approximately 700 S.F. of buried wetlands down to pre-existing natural soil conditions; removing approximately 110 C.Y. additional fill outside of the new wetland limit to restore the parking lot; perform analysis/testing of removed soils as required; and restoring the impacted wetlands with newly planted wetland vegetation. J. Kaufman asked if there are DEP records available to show what contaminants have been discovered to date. Mr. Sarojak stated there are analysis records and will have them available for the commission at a future meeting. Motion by Brian Doody, seconded by Dave Holley to accept Application # 04-02 of Eagle Auto Body for wetlands restoration at 128 Union City Road. Unanimous.

c.) Application # 05-02; John and Susan Blondis, 41 Sherwood Drive. Mrs. Blondis related they are planning to build a house addition that is located within 75 feet of a watercourse. Commissioners asked if there was to be any increase in the size of the septic system. Mrs. Blondis said they are putting in a new septic system but does not know whether it is within a regulated area. She stated she will have the installer produce a plan showing where the new system is going. Motion by Brian Doody, seconded by Dave Holley to accept Application # 05-02 of John and Susan Blondis, 41 Sherwood Drive. Unanimous. A site walk will be scheduled as snow conditions permit.

d.) Application #06-02; Dean Clement, 2 Timber Hll. Stephen Giudice of Harry E. Cole & Son represented the application. Mr. Giudice related that this application involves a lot within the "Timber Hills" subdivision that received inland wetlands approval in 1986. This lot (Lot #22) was never built on and Mr. Clement is now seeking to build a new house and septic with a driveway crossing over wetlands. Mr. Giudice stated this will involve the filling of approximately 1900 S.F. of wetlands. Motion by Brian Doody, seconded by Dave Holley to accept Application #06-02 of Dean Clement, 2 Timber Hill for two regulated activities consisting of a (1) house and driveway crossing and (2) septic system. Unanimous. A site walk will be scheduled as snow conditions permit.

e.) Application #07-02; Marie Kluge, 15 Kluge Road. Robert A. Hart, a professional forester with Yankee Forestry Services II, LLC represented the applicant and related they have contracted with Mrs. Kluge for a timber harvest of approximately 856 trees to take place on 22 acres of a 37-acre parcel. Within this 22 acres are approximately 4.5 acres of wetlands. Mr. Hart stated wetlands crossings are not required. Skidders will be utilized; however trees that are cut within the wetlands will be winched from adjacent high ground and not dragged across the wetland areas. Mr. Hart described the goal of the harvest is to begin the process of replacing the existing poor quality forest with one of higher quality and improved appearance. The harvest will remove those trees of poor form, quality, and health and promote the growth of the existing established understory trees and aid in the establishment of new seedlings. Bill Donovan will coordinate with Mr. Hart for a site walk and report his findings at the next scheduled meeting on December 9th. Motion by John Kaufman, seconded by Dave Holley to accept Application #07-02 of Marie Kluge, 15 Kluge Road for Timber Harvesting within a wetlands area. Unanimous.

Motion by B Doody seconded by D. Holley to adjourn at 8:30 p.m. Unanimous
