July 8, 2002

Chairman Koehler called the meeting to order at 7:15 p.m.

Approval of Minutes: Chairman Koehler read aloud the unapproved minutes of June 10, 2002. Motion by D. Holley, seconded by B. Doody to approve the minutes of June 10, 2002 as amended. Unanimous.

Communications:

  3. "Protecting the Quinnipiac River Watershed" publication

Old Business:

a. Paulmar Associates, LP, 36 Union City Road. Application #16-01 for a Proposed Nursery within a Regulated Area. This application was accepted at the April 8, 2002 meeting and was granted a 65-day extension of time by the applicant. Mark Guastaferri as applicant was not in attendance. Bill Donovan related that Mr. Guastaferri had contacted him regarding the requirement for a soils/wetlands survey to be submitted with his application. Mr. Guastaferri has contracted with an environmental firm to produce the survey and report, however that information will not be made available until the next commission meeting. The commissioners discussed the potential of not having a quorum at the next scheduled meeting on August 12th due to vacation schedules, and therefore not able to take action on the Paulmar Associates application within the allotted time period. Accordingly, the Commission concurred to deny Application #16-01 without prejudice and ask Mr. Guastaferri to resubmit his application at either the August 12th meeting or, if there is not a quorum, at the following September 9th meeting. Motion by B. Doody, seconded by D. Holley to deny without prejudice Application #16-01, Paulmar Associates, LP, 36 Union City Road for a Proposed Nursery within a Regulated Area and allow Mr. Guastaferri to resubmit his applcation at a later date with fees waived. Unanimous.

Land Use Inspector's Report: Bill Donovan indicated the Public Hearing that was to have occurred at this meeting regarding the proposed revisions to Prospect's Wetland Soils Classification Map was not scheduled due to a timing error with the required legal notice. Bill requested the public hearing be rescheduled for a later date. Motion by B. Doody, seconded by D. Holley to hold a Public Hearing on September 9, 2002 at 7:30 p.m. to consider revisions to Prospect's Wetland Soils Classification Map. Unanimous. Bill distributed copies of Chairman Koehler's list of additional information that applicants need to submit with their applications in order for the application to be considered complete and accepted by the commission. Bill will incorporate this list and other criteria into the application packet. B. Doody mentioned a potential violation of a wetlands permit at 87 Cook Road. Bill will investigate.
