March 11, 2002

Chairman Koehler called the meeting to order at 7:00 p.m. Chairman Koehler stated he would like to amend the order of business to allow Mayor Chatfield to present an application for a proposed skate park for the Town of Prospect. The Commissioners agreed.

New Business:
a. Town of Prospect, 36 Center Street. Application for a Skate Park Within a Regulated Area. Mayor Robert Chatfield presented an application for a combination skateboard/ice rink behind the Senior Center at 8 Center Street. The paved area for the rink would be completely level with a 6" curb surrounding it. The area would be flooded in the winter with water from a hydrant for ice-skating. The Town is proposing two plunge pools for drainage from the paved area, which would basically be clear water. Motion by B. Doody, seconded by J. Kaufman to accept Application #13-01, for a proposed skate park as presented. Unanimous. Motion by J. Kaufman, seconded by D. Holley to waive the fees for Application #13-01. Unanimous. A site walk was scheduled for March 23, 2002 at 8:30 a.m.

Approval of Minutes: The Commissioners reviewed the unapproved minutes of February 25, 2002. Motion by J. Kaufman, seconded by B. Doody to approve the minutes of February 25, 2002 as amended. Motion carried, 3 - 0 with D. Holley abstaining.

  1. State of Connecticut Department of Environmental Protection 2002 Municipal Inland Wetland Commissioners Training Program.
  2. New England Chapter of the North American Lake Management Society - Annual Meeting, May 31st and June 1, 2002.

Old Business:
a. Anthony Cocchiola & Joan Gervasoni, 174 Summit Road. Review of Progress Made Towards Removing Materials Deposited Within a Regulated Area. A site visit was held on March 9, 2002. J. Kaufman stated that Mr. Cocchiola has installed required silt fencing and has moved a lot of material around, however fill is still piled near the brook. Stumps have yet to be removed. B. Donovan stated that the machine Mr. Cocchiola planned to use for the grinding of stumps into mulch has not been available. Discussion was held on scheduling another site visit. J. Kaufman noted that Mr. Cocchiola had requested that the Commissioners allow him 30 days to comply. Bill Donovan will watch progress being made and report back to the Commissioners at the next meeting.

Land Use Inspector's Report: Bill Donovan stated that the Town Attorney would prefer to hold a workshop for the Inland Wetlands Commissioners separate from the P & Z and ZBA Commissioners. Consequently, Bill will set up a new date for the Inland Wetlands Workshop with the Attorney. Bill was asked to investigate property owned by Mark Guastaferri on Union City Road where the Hearthstone Gift Shop was once located. It was thought that Mr. Guastaferri was given a permit to cut trees, not stump out the property. J. Kaufman has purchased a digital camera as directed at the previous meeting to aid Commissioners with site reviews. The total cost including a 4-year warranty was $567.08. Motion by B. Doody, seconded by D. Holley to have the Town reimburse J. Kaufman $567.08 for the purchase of a digital camera. Unanimous.
