September 23, 2002

Chairman Koehler called the meeting to order at 7:04 p.m. No alternates were seated.

Approval of Minutes: Chairman Koehler read aloud the Unapproved Minutes of the September 9, 2002 meeting. Motion by B. Doody, seconded by D. Holley to approve the minutes of the September 9, 2002 meeting. Unanimous.

Communications:

a. CT DEP: Application for Segment III of the 2002 Municipal Inland Wetland Commissioners Training Program on Floodplain Soils

Old Business:

a.) Paulmar Associates, LP, 36 Union City Road. Resubmittal of application for a proposed nursery with activities within a regulated area. Mark Guastaferri appeared for this application as property owner. At the last meeting, the commission requested the site plan for this application be up-dated to more accurately detail existing site conditions, including drainage piping and also show the location of the proposed catch basin requested by the commission. Bill Donovan mentioned he met with Toby Strileckis of Curtiss Watergardens at the site and reviewed current conditions. Bill marked up the presented plan as a result of his site visit and, upon review Mark Guastaferri agreed with the changes. The commission requested a revised site plan produced by ASW Consulting Group, LLC be prepared for the next meeting showing current conditions and the location of the proposed catch basin. A detail drawing of that basin should also be shown on the plan. Mr. Guastaferri stated he would have that revised plan available for the October 28th meeting.

Public Hearings:

7:25 p.m. Revisions to the Town of Prospect Wetlands Soils Classification Map (Continued from September 9, 2002). Bill Donovan, Land Use Inspector for Prospect reviewed with the commission the proposed map indicating changes that the commission had requested from the previous public hearing. Bill also presented to each commissioner copies of a "Soil Catenas of Connecticut" pamphlet produced by the CT DEP and the U.S. Department of Agriculture that places the various named soil series descriptions into the drainage classes that appear on the revised Wetland Soils Classification Map. The Soil Catenas can be utilized as a cross reference when reviewing a wetland delineation and soils description report often submitted with an application against the soil drainage classifications as they appear on the revised map. Bill stated he would also include a copy of the "Soil Catenas of Connecticut" chart as part of the Inland Wetlands Regulations. There were no comments from the public and the public hearing closed at 7:40 p.m. Motion by B. Doody, seconded by D. Holley to approve the proposed Town of Prospect Connecticut Wetland Soils Classification Map as amended and set an effective date of November 1, 2002. Unanimous.

Land Use Inspector's Report: Bill Donovan presented a copy of the 1997 Inland Wetlands State Model Regulations and suggested the commission consider reviewing Prospect's Inland Wetlands Regulations with the intent of up-dating the regulations to include text changes necessitated by the 1996 amendments to the Inland Wetlands and Watercourses Act and other revisions as desired. Bill will have copies of the Model Regulations available for each commissioner at the next meeting.
