Approval of Minutes: Chairman Koehler read aloud the Unapproved Minutes of the January 27, 2003 meeting. Motion by J. Kaufman, seconded by D. Holley to approve the minutes of the January 27, 2003 meeting as presented. Four votes in favor; one abstention. Motion to approve carried.

Old Business:
a.) Application #09-02; Connwood Foresters, Inc., 39 Cherry Hill Road, Rockfall, CT. Timber harvesting activities on CT Water Company property. There was no representation by the applicant. Chairman Koehler noted that this application was accepted at the January 13th meeting and because 15 days had not transpired from the date of acceptance to the January 27th meeting, the Commission could not act on the application until this meeting. Motion by J. Kaufman, seconded by B. Doody to approve Application #09-02 of Connwood Foresters, Inc. for timber harvesting activities within Connecticut Water Company property in Prospect as presented. Unanimous.

New Business:
a.) Theodore & Tracy Grieder, 140R Union City Road. Proposed new septic system within regulated area. Chairman Koehler stated that he and the applicant’s engineer had met at the site to confirm the location of the proposed new house as not being within a regulated area. The house is beyond the regulated area and Chairman Koehler acknowledged to the applicant that excavation of the house foundation could commence prior to submitting the Inland Wetlands application for the septic system. Motion by S. Skrebutenas, seconded by D. Holley to accept Application # 10-02 of Theodore & Tracy Grieder for a proposed septic system within a regulated area. Unanimous. Chairman Koehler set a site walk for Saturday, March 1st at 9:00 a.m. with a cancellation date of March 8th at 9:00 a.m.
b.) Laura S. Gizzie, 43 Blue Trail Drive. Proposed house and septic within regulated area. Motion by B. Doody, seconded by S. Skrebutenas to accept Application #11-02 of Laura S. Gizzie for a proposed septic system and new house within a regulated area. Unanimous. A site walk was scheduled for Saturday, March 1st at 8:30 a.m. with a cancellation date of Saturday, March 8th at 8:30 a.m.
c.) David Rek, 32 Rek Lane. Proposed house and septic system within regulated area. Motion by S. Skrebutenas, seconded by B. Doody to accept Application # 12-02 of David Rek for a proposed new house and septic system within a regulated area. Unanimous. A site walk was scheduled for Saturday, March 1st at 9:20 a.m. with a cancellation date of Saturday, March 8th at 9:20 a.m.
d.) Robert Knapp, 120 Salem Road. Regulated activities within a proposed 11-lot subdivision. Mr. Knapp explained this proposed subdivision would extend off the existing cul-de-sac at Rachael Ann Court. Regulated activities consist of roadway construction within a regulated area, new house and driveway on Lot 1, and septic systems on Lots 3 and 4. Motion by S. Skrebutenas, seconded by B. Doody to accept Application # 13-02 of Robert Knapp for regulated activities associated with the proposed “Fulling Mill Ridge” subdivision located at 120 Salem Road and accessing from Rachael Ann Court. Unanimous. A site walk was scheduled for Saturday, March 1st at 9:45 a.m. with a cancellation date of Saturday, March 8th at 9:45 a.m.

Land Use Inspector’s Report: Bill Donovan gave a brief up-date on the U.S. Cap & Hat property on Route 69. Commissioners questioned Bill on the required stormwater sampling that is to occur at the Car Wash Facility on Route 69 and also expressed concerns with the oil lube operations as to containment of waste oils. Bill stated that SMC Environmental recently completed a third round of stormwater sampling. Their report is available for review in the Land use Office. Bill will make an inspection of the lube center to ensure compliance with containment of oils. Commissioners also expressed concerns with the recently opened self-storage facility in the Industrial Park relative to the potential of tenants cleaning trucks and other heavy equipment with power-wash cleaners and chemical degreasers. Bill will contact the owner of the property to discuss this matter.
