Chairman Koehler called the meeting to order at 7:02 p.m. C. Wentworth was seated for S. Skrebutenas.
Approval of Minutes: Chairman Koehler read aloud the Unapproved Minutes of the January 13, 2003 meeting. Motion by B. Doody, seconded by D. Holley to approve the minutes of the January 13, 2002 meeting as presented. Four votes in favor; C. Wentworth abstained. Motion to approve carried.

Old Business:
a.) Application # 05-02; John & Susan Blondis, 41 Sherwood Drive. Proposed house addition and septic within regulated area. Mrs. Blondis was in attendance. Discussion took place. Motion by D. Holley, seconded by J. Kaufman to approve Application # 05-02 of John & Susan Blondis for a house addition and septic within a regulated area with the condition that silt fencing be installed along the top of the embankment to contain disturbed soils during construction from entering Turkey Hill Brook and to remain in place until the lawn area is stabilized with grass or other permanent ground cover. Unanimous.
b.) Application # 06-02; Dean Clement, 2 Timber Court. Proposed house and driveway and septic within regulated area. Mr. Clement was in attendance. Discussion took place. Motion by B. Doody, seconded by J. Kaufman to approve Application #06-02 of Dean Clement for a proposed driveway and septic system within a regulated area as shown on drawing entitled "Plot Plan-Improvement Location Survey - Proposed Lot #22" prepared for Dean Clement, 2 Timber Court by Harry E. Cole & Son with latest revision date of December 26, 2002 with conditions of relocating four 8-foot sections of septic galleries from the easterly to the westerly end of the septic system, adding an additional 18" pipe under the driveway and preserving the waterfall area of the brook on the downstream side of the driveway. Unanimous.
c.) Application #08-02; Shannon Development Company, LLC, 80 Straitsville Road. Proposed five-lot Subdivision. Chairman Koehler stated prior attempts to perform site walks on this parcel were cancelled due to ground snow conditions, and the site walk that was held on January 25th was not productive due to snow and ice conditions. Scott Poryanda of Connecticut Consulting Engineers represented the applicant. Chairman Koehler informed Mr. Poryanda that with the continual snow cover, the commission has not had success in performing an informative site walk of the property. Additionally, the 65-day time limit to act upon this application expires before the next scheduled meeting on February 24th. Chairman Koehler stated that as the commission does not have sufficient information at this time to act upon the application, they would have to deny the application without prejudice. He also suggested that Mr. Poryanda could withdraw the application and resubmit when ground conditions improve. Mr. Poryanda stated he is withdrawing the application. No further action by the commission was taken.
d.) Application #09-02; Connwood Foresters, Inc., 39 Cherry Hill Road, Rockfall, CT. Timber harvesting activities on CT Water Company property. There was no representation by the applicant. Chairman Koehler noted that this application was accepted at the January 13th meeting and because 15 days has not transpired from the date of acceptance, the Commission can not act on the application at this time.
