Chairman Koehler called the meeting to order at 7:02 p.m. C. Wentworth was seated for J. Kaufman and C. Dorman was seated for D. Holley.
Approval of Minutes: Chairman Koehler read aloud the Unapproved Minutes of the February 24, 2003 meeting. Motion by C. Wentworth, seconded by C. Dorman to approve the minutes of the February 24, 2003 meeting as presented. Unanimous.

Old Business:
a.) Theodore & Tracy Grieder, 140R Union City Road. Proposed new septic system within regulated area. Chairman Koehler stated a site walk did take place on March 1st. However the septic system was not marked out as to proposed location. Chairman Koehler stated he would like to re-visit the site when the septic system is staked. A site walk was scheduled for Thursday, March 20, 2003 at 5:30 p.m. No further action was taken on this application.
b.) Laura S. Gizzie, 43 Blue Trail Drive. Proposed house and septic within regulated area. Chairman Koehler stated a site walk did take place on March 1st and that he was satisfied with the proposed activity. Daniel Gizzie presented a plan with the Chesprocott Health district's stamped approval on February 25, 2003. Motion by S. Skrebutenas, seconded by B. Doody to approve Application # 11-02 of Laura S. Gizzie for a proposed house and septic within a regulated area as shown on plan entitled "Lot 9 (43) Blue Trail Drive, Prospect Connecticut" as prepared by Meyers Associates, P.C., 60 Linden Street, Waterbury, CT dated February 20, 2003. Unanimous.
c.) David Rek, 32 Rek Lane. Proposed house and septic system within regulated area. Chairman Koehler stated a site walk did take place on March 1st. In discussion, Mr. Rek indicated the debris in and around Fulling Mill Brook and wetlands would be cleaned out. The decking on the existing metal bridge crossing over Fulling Mill Brook will be removed, and the retaining walls will remain in place. Chairman Koehler also mentioned that the embankment along the dirt drive needs to be re-graded and stabilized, and that the silt fencing shown on the plan will need to be placed west of the dirt drive and out of the embankment being re-graded. Motion by S. Skrebutenas, seconded by C. Wentworth to approve Application # 12-02 of David Rek for a proposed new house, driveway and septic system within a regulated area as detailed on map entitled "Site Development Plan No. 32 Rek Lane (Revised), Prospect, Connecticut" as prepared by Land-Data Engineers, 567 Watertown Avenue, Waterbury, CT dated February 6, 2003 with conditions that debris be removed, silt fencing be relocated westerly of the dirt drive to protect the abutting wetlands, and that the metal decking and I-beams on the existing old steel bridge be removed. Unanimous.
d.) Robert Knapp, 120 Salem Road. Regulated activities within a proposed 11-lot subdivision. Chairman Koehler stated a site walk did take place on March 1st. Chairman Koehler read a letter from Cindy Fazendeiro of the Connecticut Water Company stating this proposed subdivision is located within the Level B aquifer protection area of the Indian Field well, and consequently the water company has concerns with any development that could impact water quality. Mr. Knapp discussed changes made to the grading over the wetlands located on Lot 1 to allow drainage into a 15" RCP located underneath a driveway on the abutting Lot 13, Rachael Ann Court. Chairman Koehler mentioned he did not see the pipe while on the site walk, but would re-visit the site March 20th. Chairman Koehler stated he would also like to review the Town engineer's comments before calling for a vote on this application.

a.) CT Water Company, Straitsville Road. Proposed water main extension within regulated area. Bill Donovan stated that the maps to be presented with this application were not completed, and the water company asked to carry over this application to the next meeting.
