March 24, 2003

Chairman Koehler called the meeting to order at 7:02 p.m. C. Wentworth was seated for D. Holley and C. Dorman was seated for B. Doody.

Approval of Minutes: Chairman Koehler read aloud the Unapproved Minutes of the March 10, 2003 meeting. Motion by C. Dorman seconded by C. Wentworth to approve the minutes of the March 10, 2003 meeting with corrections. Unanimous.

Communications:

a. DEP brochure on up-coming Dam Safety Workshop.
b. Connecticut Association of Conservation and Inland Wetlands Commissions "The Habitat", Winter 2003.

Old Business:

a.) Theodore & Tracy Grieder, 140R Union City Road. Proposed new septic system within regulated area. Chairman Koehler stated a second site walk did take place on March 20th; however the proposed septic system was still not staked out as requested. Chairman Koehler asked Bill Donovan to contact the applicant to remind him of the need to have the location of the septic system staked in order for the commission to take action on this application.
b.) Robert Knapp, 120 Salem Road. Regulated activities within a proposed 11-lot subdivision. Chairman Koehler read a report dated March 14, 2003 on this proposed subdivision from Scott Poryanda, Connecticut Consulting Engineers acting as the Town's Reviewing Engineer. Motion by C. Dorman, seconded by C. Wentworth to approve Application #13-02 of Robert Knapp for regulated activities consisting of a house and driveway on Lot 1 and septic systems on Lots 3 & 4 located within the proposed Fulling Mill Ridge subdivision as shown on the "Supplemental Plan for Fulling Mill Ridge Subdivision, Rachel Ann Court & Salem Road, Prospect, Connecticut" as prepared by Land-Data Engineers, 567 Watertown Avenue, Waterbury, CT 06708, latest revision date of February 28, 2003 with the stipulation that wetlands boundaries on Lots 2, 3, and 4 be marked every 75 feet with "Inland Wetlands" tags placed either on mature trees or pressure-treated posts. Unanimous.

Public Hearings: None

New Business:

a.) Mayor Robert Chatfield, Town of Prospect. Proposed public water supply water main installations within regulated areas on Putting Green Lane and Straitsville Road. Motion by S. Skrebutenas, seconded by C. Dorman to accept Application #14-02 from Robert Chatfield for water main installations within regulated areas and to waive the application fee. Unanimous. The commission will act on this application at the April 14th meeting.
b.) Shannon Development Company, LLC, 80 Straitsville Road. Regulated activities associated with proposed 11-lot subdivision. Scott Poryanda, Connecticut Consulting Engineers represented the applicant. This proposed subdivision had been previously submitted (Application #08-02) and withdrawn due to the inability to perform site walks because of heavy and continual winter snow conditions. Motion by S. Skrebutenas, seconded by C. Dorman to accept Application #15-02 of Shannon Development Company, LLC for regulated activities associated with a proposed 5-lot subdivision at 80 Straitsville Road. Unanimous. Chairman Koehler scheduled a site walk for Saturday, April 5th at 8:30 a.m. with a weather cancellation date of Saturday, April 12th at 8:30 a.m.

Enforcement Hearings: None

Land Use Inspector's Report: Bill Donovan stated the new road within the "Royal Crest North" subdivision is under construction and conditions have been difficult because of upland water runoff. Chairman Koehler requested Bill to send a letter to the owner of the property on Williams Drive advising him that the pile of woodchips placed next to the watercourse is in violation of the regulations. Chairman Koehler also asked Bill to make copies of the proposed new regulations for the new commission members and have them available at the next meeting. Chairman Koehler would like to begin the formal review of the new regulations at the May 12th meeting.
