John Kaufman as Acting Chairman called the meeting to order at 7:04 p.m. C. Dorman was seated for A. Koehler; C. Wentworth was seated for B. Doody.
Approval of Minutes: B. Donovan read aloud the Unapproved Minutes of the June 14, 2004 meeting. Motion by C. Wentworth, seconded by C. Dorman to approve the minutes of June 14, 2004 meeting as presented. Unanimous.
Communications: Letter from David Holley dated June 21, 2004 offering his resignation from the commission. Dave and family are relocating to West Virginia.
Old Business:
a. Application 10-03: Town of Prospect, 36 Center Street. Senior Center parking expansion at 6 Center Street. Mayor Robert Chatfield presented revisions to the plans submitted at the June 14th meeting showing the added placement of curbing, catch basins and a plunge pool with the outlet over-flow directed to the near by wetlands. Mayor Chatfield stated the project would take from one to two years depending upon the availability of fill materials. J. Kaufman asked that proper erosion control and soil stabilization procedures be in place and maintained throughout the project to control water runoff and erosion from exposed steep slopes and deposited fill materials. Mayor Chatfield stated there would be no use of the expanded parking area during construction. C. Wentworth asked if an oil/water separator could be installed to contain pollutants from the parking area entering the wetlands. Mayor Chatfield stated he would ask for one to be installed. J. Kaufman stated the project as presented does not appear to be a significant impact to the wetlands. Motion by C. Wentworth, seconded by C. Dorman to approve Application 10-03 for an expanded parking lot at the Senior Center, 6 Center Street as shown on plans presented June 24th. The construction sequence is to be phased as fill materials become available. Additional wetlands approvals may be required as the project progresses. During construction, proper soil stabilization methods and materials are to be employed and maintained, including over-winter controls and protection. Unanimous.
Application 09-03: Patrick Conway (Prospect Pools as applicant), 20 Luke Street. In ground pool within a regulated area. J. Kaufman stated a site walk did take place on June 18th. At the site walk, commissioners requested the applicant provide additional sone around the pool for stabilization; the abutting Town of Prospect 30" storm water easement area be cleared for improved water movement; the pool backwash be installed ont eh back side of the pool, and the shed and propane tank be added to the drawing. Motion by C. Dorman, seconded by J. Kaufman to approve Application 09-03 of Patrick Conway for an 18' x 36' in ground pool conditioned on a revised drawing being provided showing the location of both the shed and propane tank and that wetlands markers be placed to the rear of the pool. Unanimous.
Public Participation: None
Land Use Inspector's Report: Bill Donocan mentioned he had met with the developer for the active adult project on Union City Road regarding the large pile of screen soil within a regulated area and the threat it creates to the nearby watercourse and wetlands. The commissioners agreed this pile of screened soils was not an approved activity and needs to be moved to a new location that does not threaten the wetlands resource. Bill will relay that message to the developer.
