Chairman Koehler called the meeting to order at 7:05 p.m. C. Wentworth was seated for S. Skrebutanus.
Approval of Minutes:
Motion by S. Skrebutanus, seconded by C. Wentworth to approve the minutes of the February 14, 2005 meeting as presented. Three votes in favor with one abstention. Motion to approve carries.
Communications:
CT Department of Environmental Protection: General Permit Application for miscellaneous drainage projects to be conducted on DEP properties; Council of Governments of the Central Naugatuck Valley: Annual Report 2003-2004; Agresource, Inc., The Agresource Dispatch, Spring 2005.
Old Business:
a. Application 12-04: (continued from February 14th) Patrick Graziano, 13, 17, 19, 21, 23 Old Schoolhouse Road. Regulated activities associated with a residential subdivision. Andy Greene, of the engineering firm Milone and MacBroom represented the applicant. Chairman Koehler stated that the Site Walk on this application scheduled for March 5th was cancelled due to ground snow cover. Mr. Greene reviewed changes made to the subdivision since the last meeting. On Lot 2, the primary and reserve septic areas have been reversed in location. An additional perc test is needed in the primary before final design approval. The proposed house on Lot 4 has been increased to a 3-bedroom that has required an expansion of the septic system. A portion of the septic is now shown to be within 90 feet of wetlands. J. Kaufman asked Mr. Greene if he knew where existing drainage appurtances associated with the prior proposed elderly housing complex for this property are located. Mr. Greene indicated his firm has located all known drainage fixtures and has shown these on the current site development map. J. Kaufman asked for additional information on the location of wetlands in the surrounding properties and the directional movement of waters through this parcel and into downstream properties. Chairman Koehler stated he would like to reschedule a Site Walk to observe the wetlands, location of proposed regulated activities, and existing drainage systems. A site walk was scheduled for Saturday, March 19th at 8:3 0a.m.
b. Application 11-04: (continued from January 10th) CJN Realty, LLC, 115 Waterbury Road. Regulated activities associated with a proposed commercial building. Chairman Koehler stated the Site Walk on this application scheduled for March 5th was cancelled due to ground snow cover. Stephen Giudice of Harry E. Cole & Son represented the applicant. Mr. Giudice presented a set of plans revised to March 8, 2005 with Chesprocott Health District's stamped approval. Mr. Giudice reviewed changes to the plans since the last meeting. A maintenance schedule for the storm water collection system and detention basin has been made part of the plans. A graveled access way to the detention basin is provided. Commissioners asked the applicant to stabilize the access way with crushed stone. A pipe outlet sediment trap will be constructed in the detention basin prior to other site disturbance to enhance filtering of sediments during the construction process. A sedimentation berm will be permanently placed in the basin to increase the detention time sediments and other pollutants have to settle out. Two gross particle separators will be installed that will capture all runoff from the parking areas prior to discharging into the detention basin. Roof drains will not be connected into the storm water system but will discharge to daylight. Commissioners asked the applicant to install plunge pools/riprap at the drain spout outlets and to take other measures as needed to prevent ground erosion caused by roof water discharge. Mr. Giudice further described the proposed landscape plan detailing the type of ground cover to be placed in and around the detention basin and the various types of trees to be planted. Chairman Koehler stated that although the scheduled second site walk on this application was cancelled, the statutory tune limit to act on this application expires before the next meeting. After discussion, commissioners agreed that with the improvements made on the applicant's plans a second site walk was not necessary. Motion by J. Kaufman, seconded by C. Wentworth to approve Application 11-04 of CNJ Realty, LLC for regulated activities associated with a proposed commercial building with conditions that the gravel access way to the detention basin would be further stabilized with crushed stone and that plunge pools/riprap and other measures as needed would be implemented to prevent ground erosion resulting from roof water drainage. Unanimous.

Land Use Inspector's Report:
Steve Skrebutanus expressed his annoyance with the continued storage of a large construction excavator in wetlands near Straitsville Road. Steve had brought this matter before the commission at the previous meeting. He is aware the excavator is associated with the placement of water main along Straitsville Road that has been made possible by a Town received grant, however he feels the machinery needs to be removed. The commission agreed and a Motion by S. Skrebutanus, seconded by C. Wentworth to direct Bill Donovan to notify Mayor Chatfield of this violation was voted Unanimous.
