Chairman Koehler called the Special Meeting to order at 6:30 p.m. C. Dorman was seated for B. Doody.
Applications:
a. Application 05-05: Construction Resources, Inc. for two stream crossings associated -with a proposed 2,800' 8" water main extension on Summit Road and Royal Crest Drive. William S. Donovan represented the applicant. Mr. Donovan had submitted this application at the September 12th meeting and reviewed the project with the commission at that time. Commissioners confirmed with the applicant there would be no direct discharge of chlorinated water associated with the final sanitation of the water main into a watercourse or wetlands. Mr. Donovan stated the water main would be sanitized with ascorbic acid and not chlorine. Motion by C. Dorman, seconded by C. Wentworth to approve Application 05-05 as presented. Unanimous.
b. Application 06-05: Town of Prospect, 6 Center Street for expansion of the parking area and addition at the Senior Center. (Continued from September 12 ~ meeting took place at the Senior Center). Chairman Koehler stated a scheduled site walk accompanied by Mayor Robert Chatfield took place just prior to this meeting. Commissioners reviewed the application and the associated Grade/Utility Plan prepared by Connecticut Consulting Engineers, L.L.C. Commissioners requested additional storm water appurtences be shown on the Grade/Utility Plan including the placement of curbing along the southeastern boundary of the parking area, two catch-basins, and a plunge pool located at the storm water discharge point. Motion by C. Wentworth, seconded by C. Dorman to approve Application 06-05 with conditions that revisions to the Grade/Utility Plan include curbing placed along the south-eastern boundary of the parking area, two catch basins placed to capture and direct surface runoff to the outlet point and a plunge pool located at the storm water discharge point. Further, that the revised site plan have approval from the Chesprocott Health District. Unanimous.
