Chairman A. Koehler called the meeting to order at 7:00 p.m. The meeting was taped. S. Sackter was seated for C. Dorman.
Approval of Minutes: Motion by J. Kaufman, seconded by S. Mulhall to approve the minutes of December 11, 2006 as amended. A. Koehler, J. Kaufman and S. Mulhall in favor. C. Wentworth and S. Sackter opposed. Motion Carried.
Motion by C. Wentworth, seconded by S. Sackter to approve the minutes of January 22, 2007 as amended. Four votes in favor. A. Koehler abstained. Motion Carried.

Old Business:
a. Reilly Pond, 179 Union City Road. Significant Sedimentation in Pond. A.Koehler read the letter sent to Hank Berberat of Boulder Brook Estates regarding excessive sedimentation in the Reilly pond. Hank and Tammy Berberat were in attendance. A. Koehler stated that he and J. Kaufman had made an inspection of the Reilly pond following a phone call from Mrs. Reilly. The Commissioners found a significant amount of sand was deposited into the pond from the Boulder Brook development. J. Kaufman stated that he has a videotape showing what was found on a visit by himself and S. Sackter. J. Kaufman stated that the brook feeding into the pond was to have been cleaned out by hand and that hasn't been done. A. Koehler stated that the Commission feels that a good amount ol the sedimentation came from the Boulder Brook development and the Commissioners have asked George Logan, an environmental consultant, to make recommendations for reclamation of the pond. Mr. Logan will evaluate the pond when the weather permits. Mr. Berberat asked to be notified when Mr. Logan is scheduled to look at the pond.
Public Participation:
Paula DaCosta and Robert Knapp were in attendance and asked about the sedimentation control bond relative to Mr. DaCosta's approved application (#11-06). W. Donovan stated that the Commission had approved the January 22,
2007 minutes which set the bond amount at $5,000.00 and the Mr. DaCosta will need to contact the Town Attorney. W. Donovan stated that Mr. Knapp has submitted the construction sequence as requested by the Commission. J. Kaufman asked Mr. Knapp to contact him when construction begins.
b. Inland Wetlands Regulation Revisions. Discussion resumed from the previous special meeting on the time line for responding to Commissioners' requests. A. Koehler stated that the applicant has to be given a reasonable amount of time to correct problems before calling a bond. The Commission would have to have hearing within 10 davs after notification of a violation.
J. Kaufman read proposed language for requiring a wetland sedimentation control bond for all applications. J Kaufman also stated that there should be a checklist of things the Commission would like to see on an application t aid the developers and engineers in the application process. This checklist should be made a part of the application. C. Wentworth asked that applicants supply enough copies of site plans for each commission member. A chang would be proposed to require an applicant to submit 10 copies of site plans with an application. C. Wentworth alsi asked if there were guidelines on plunge pools or drywells. Land Tech may have a standard detail for a simple plunge pool.
J. Kaufman suggested that requiring a field map for use by the Commissioners on site walks would be helpful. W Donovan stated that the Commissioners should put their ideas as stated this evening in a draft form for inclusion ii the proposed regulations. The Commission will need to send the proposed regulations to the D.E.P. with an; changes highlighted for review.

C.W asked whether the Finno Development subdivision would be coming back to the IWC. W. Donovan stated tha Finno Development's response was that there was no change to what was approved under the original permit. Th Commissioners felt that although Mr. Finno's engineer and the Town engineer felt that the approved split drainag system was no longer needed, they still wanted assurances in case the new drainage system didn't work. \V Donovan stated he would make a formal request for Finno Development to come back before the IWC.
