Chairman Loehler called the meeting to order at 7:30 p.m. at 20 Peter Gilkey Road. D. Michaud was seated for J. Kaufman.
Correspondence: Letter from Carl Graveline, 4 Peter Gilkey Road and Angie Champagne, 10 Peter Gilkey Road expressing their concerns with potential increased water runoff onto their properties resulting from the proosed driveway crossing over wetlands at 20 Peter Gilkey Road.
Business:
Application 06-07: Anthony Dorso III, 20 Peter Gilkey Road. Filling of wetlands for a proposed driveway and proposed house within an upland review area. The meeting began following a scheduled site walk of the property starting at 6:30 p.m. that included observing where the property borders with 4 and 10 Peter Gilkey Road. Anthony and Shawna Dorso were in attendance
along with Paul Bunevich of Land Data Engineers. Chairman Koehler expressed concerns that the two 15" pipes shown on the applicant's site development plan were too small to adequately allow storm water to flow freely under the driveway. Mr. Bunevich agreed to increase the size of both pipes to 24". C. Wentworth questioned why there are no topographic descriptions on the site plan that would show the direction of water movement
through the property. Mr. Bunevich stated that topographic elevations would be added to a revised plan. B. Donovan expressed concerns that future tree removal operations could further impact the wetlands. Mr. Dorso stated that Connwood Foresters will be submitting an application for tree removal operations on his property at the next inland wetlands meeting. Commissioners mentioned that there is no report from the soils scientist who flagged the wetlands.
Mr. Dorso stated he would have his soils scientist, Henry Moeller, provide a report to B. Donovan that would be included with his application file. C. Wentworth stated the applicant is to place wetlands markers on trees on both sides of the driveway crossing and along the wetlands boundary where the proposed house and septic would be located. The commission agreed the driveway construction woould not cause a diversion of water flow through wetlands in the direction of 4 or 10 Peter Gilkey Road. The commission confirmed with Mr. Bunevich that the driveway construction will have a 2 1/2' road base overlaid with 1 or 1 1/2' stone process.
Chairman Loehler asked for a motion on the application. Motion by S. Mulhall, seconded by D. Michaud to approve Application 06-07. The commission agreed that although the application calls for filling in of approximately 3,500 S.F. of wetlands, the driveway's location is the most feasible and should not cause long term impacts on the undisturbed wetlands within this 10-acre parcel. The commission discussed conditions of the permit. The applicant is to post a $5,000.00 bond with the Town of Prospect in a format approved by the Town's attorney. Silt fencing is to be installed along both sides of the proposed driveway prior to construction and also along the wetlands boundary adjacent to the location
of the proposed house and septic prior to any land clearing or construction taking place. Stone rip rap is to be placed at the outlet of the two 24" pipe crossings to reduce water velocity and spread out the stream of water passing through both pipes. Inland Wetlands markers are to be placed on trees adjacent to the driveway and along the wetlands boundary adjacent to the house and septic location. All construction activities relative to the driveway construction are to take place in the normally drier season of the year. Chairman Koehler called for a vote. In favor: Unanimous.
