Chairman A. Koehler called the meeting to order at 7:02p.m. The meeting was taped.

Approval of Minutes: Motion by SS, seconded by SM to approve the minutes of the October 22, 2007 meeting as amended. 1 abstention.

Get done by the end of the year. Need to get letter from Reilly giving permission to be on their property. Want to get going contact Bill Donovan prior to starting. Contract with the Reilly’s to Bill Donovan. Get it done before winter. One day operation. Look at it have engineer there, Harry Cole, Advanced Paving, to sign off.

b. Application #11-07 – Jeremy August, 181 Union City Road. Application to eliminate pond and restore stream to original course. Withdraw application to eliminate the dam. Letter from Capital Heavy Hauling re: 10 ft wide on top 5 ft minimum high bermmto eliminate erosion. Seed and hay afterwards. On the pond side would need to be sprayed. Discussed combination spray on seed/hay. Would rather put erosion control blankets now for the winter. Bill and Arnie have looked at soil being planed. Once berm is in cover it so it wont wash out. Planning to put in White pine. Motion AK to allow august to berm the portion of the pond recommended to prevent any further eroision and downstream property and stabilized for the winter. SS SM 3 in favor. 1 abstention Jeremy long range goal doesn’t want this to be an annual thing. Had BD look at pond. A lot is road sand from the highway. What is the format to file complaint from the road sand. Short of filing lawsuit against Town what can he do to prevent this from being an ongoing dilemma. Looking for help from the Commission to know what to do for long range planning.. Water that comes from Spring Rd and Rte 68 pond is at low point. Break in curb to get water off the road. Better suited to be a stream. Will take care of the berm.

c. Application #12-07 – CRT Realty, 30 Candee Road. Application for regulated activities within a 5-lot subdivision.Knollwood P. Dav Revised plan to address verbal remarks from G. McCarthy. Addressed Land Tech Consultants. Received comments from Regional Water Authority. Sent notice to CT Water Co. no comments received. Chesprocott comments previously submitted. Reviewed comments from Lank Tech Consultants 1. drain by pipe to downgradient 2. Limited length of driveway, only way to bring a common driveway is to impact significantly. AK. Doesn’t like the idea of a common driveway. 3. corrected. 4. added more silt fencing. Road Design show the site lines have been added. Site line easements. Storm Drainage discussed on site walk – asking if soil conditions favorable to storing roof drainage. Had considered but roof drainage drain overland 100 ft or more before getting to wetlands. Impervious soil on site is further below. Rain garden area will fill up until overflow. Provide rational method design comoputations for roadway and 2 driveway crossings. Are provided. 50 year storm had to increase from 12 inch to 15 inch pipe. Bermed Det. Area and Water Quality. Purpose of galleys – dissipate all storm water velocity from system Wood chips on proposed berm changed to overseed with crownvetch. Regional Water Authority specific comments. Had added a note to supplemental plan that all driveways would be cross instead of sheet flow. Note 7 on plan. In certain areas where not possible then a grass swale provided on low side of driveway. Conservation easements – had planned in initial areas for also so if Town wanted areas to be deeded as open space and 1 & 2 still legal lots. Preliminary review by P & Z would prefer to have fee instead of open space. Areas remain fee simple protected then no problem to add on lots 1, 3 & 5 Areas already regulated by wetlands and unlikely that there would be activity in that area Marking with conservation placards would insure that the area would be . Areas 5.86 conservation areas. Any unique functions similar to conservation area. All encompass the entire wetland areas, all the watercourse areas and encompass upland areas around the wetlands Stream course runs only when it rains. Never seen water 24 hours after the rain. AK 15inch pipe is more than sufficient. Depth of driveway fill above the pipes. Approximately 2 feet. (Varies) BD driveway crossings in before development of the house. Driveway crossing done at the time of road construction. Pipes will sustain loads with 2 feet of cover. Wide at watercross 14 feet and down at 2-1. Pipe crossings approx 26 feet wide. Existing conditions stone wall proposing to move stone wall to run along the lot line. Proposed 8 inch pipe under driveway at that point to allow water uphill of stone wall to drain . Wescor will be doing the driveway crossings by the developer. Gene will require. At least 25 feet past the wetlands. Get past crossing before selling.

Mike Gaglione Regional Water Auth. Comment 3 was clarified. Increase size of pipe. Critters have access pleased with that. 1. increasing conservation areas. Trying to protect upland area adjacent to wetlands. Canend up losing. Lot 3 is located in sliver within 100 foot buffer. Very little area left. What is buffer restricted area where native vegetated area is allowed to grow. Would lawn area be included in buffer. No Hydrograph for predevelopment don’t usually see spike at beginning. SS situation that when it goes it doesn’t get deep it gets wide. Inceased pipe size will get higher velocity, But if protecting large amount. Conservation easements like to be by a named entity. If nobody overseeing, they disappear. When will they be out working. Are at alert levels. Draught. Intermittant watercourse has some regular flows. Do water crossing work during dry work. # of Regulated activities. Lot 5 driveay crossing. Lot 4 driveway cross. Lot 3 driveway within 100 ft area; Main road to cul desac. Berm detention area and water quality basin. Dave Carson concurred. Bill Donovan as well AK likes conservation easement with tags. Supplemental Plan for Knollwood Place as presented. Public works point of view eliminate curbing to allow for sheet flowing instead of detention basins. Low impact studies. SP1 revised to November 26, 2007.

Motion to approve Appl 12-07 with plans revised 11/21 and also sp1 showing conservation eastments with understanding that conservation area tags SS SM. BD have Dave Carson place the markers for the Conservation area tags set by surveyor. Jeff or develop will install driveway crossings over the driveways in the dry part of the season. (Mention at P & Z re: Prospect Land Trust) & Bill D gets a copy of SP1 for the record. Abstain 1 3 in favor.

d. Application #13-07 – Richard Brown, 33(41) Salem Road. Application for a single family house within an upland review area. David Carson. Site walk held. New sing fam house rear lot off Salem Road. Reg activity garage corner of the house ab 75 ft from the pond opposite corner 93 ft from the pond. Septic outside review area. Curtain drain with discharge pipe to the pond. Exitsting curtain drain on lBrown based on Chesprocott review connect the two curtain drains. Footings are 2 ½ feet in ground and built up. Will have a basement and then built up. Septic bottom is 18 inches in the ground with 9 inches above existing grade. Elevation of house worked backwards from the septic system. Probably start in the Spring. Silt fencing along the entire. SM to approve app 13-07 3 in favor 1 abstention.

e. Michael & Christine McAllen, 170 Scott Road. Filling within an upland review area. Site walk were told to put an entire mulch spray and Bill saw that it has been done. Charlie asked that in the Spring that the area get terraced rather than having one steep bank. Other suggestion was putting a fence in. More of a P & Z issue. After the Spring rains.

Small pond 15 buckley carry water off proptty to pond Ultimately discharges on buckley lane near rek property. Application #14-07 help reduce deposited sedimentation. Grant a summary ruling. Has to run 15 days toallow for a petition for a public hearing

Land Use Inspector’s Report: Lombard Pool on UCr. Can finally be accepted. Bank cut back way. Upper part of embankment smaller shrubs 7-8 layers thick. Lower portion had erosion control blanket. Has stabilized it very well. Steve never submitted any paperwork for the bond. But the work is done. Area when you first come into driveway is still another issue. McAllen did a nice job. Seamark said it wasn’t large enough area. Another landscaper that worked for toll Bros. did a nice even layer. Dorso another bond. No work started there yet. Bond was for actual driveway. Still on hold. BD John & Steve M went to vernal pool seminar that was great. Encourage commissioners to take advantage of seminars. Curtis Gardens encroaching on other piece of property. Zoning issue. Discharge from Dairy Bar. Bill called Lorraine and didn’t see signs. But since has done a huge repair on septic system. No more brown. Prospect Estates detention basin. Juliano waiting for as-built. Scott Poryanda has taken over. Commission has to decide when to have the weir removed. AK would prefer spring time. Finno Dev site walk. AK SS CW. Sedimentation controls are in order.
