Chairman S. Sackter called the meeting to order at 7:01 p.m. The meeting was taped. D. Michaud seated for J. Kaufman.

Approval of Minutes: Motion by D. Celotto seconded by C. Wentworth to approve the minutes of the February 23, 2009 meeting and the Special Meeting on February 25, 2009 as presented. Unanimous.

Communications:
1. Town of Prospect Building Inspector’s Report – February 2009.

Old Business:
a. Application #01-09 – William Brundage & Brenda Nadeau, 143 Plank Road. Landscaping/tree removal within an upland review area. The commissioner will set a site walk at a future meeting. Bill Donovan will contact the applicants for an extension of time prior to the next meeting.

Enforcements:
a.William Brundage & Brenda Nadeau, 143 Plank Road. Activities in a regulated area without a permit. No discussion was held.

New Business:
a. Connwood Foresters, Inc. 120 New Haven Road. Commercial Timber Harvesting in a Regulated Area. John O’Donnell of Connwood Foresters, Inc., was in attendance representing the Connecticut Water Company for an application for commercial timber harvesting on property owned by the Connecticut Water Company in the Town of Prospect and Bethany. Approximately 35 acres are located in the Town of Prospect. Mr. O’Donnell stated that there are no wetlands on the Prospect site but they would be working within a regulated area. Mr. O’Donnell estimated the project would take approximately 18 months to complete. Motion by C. Wentworth, seconded by D. Michaud to accept application #02-09 of Connwood Foresters, Inc., for timber harvesting within a regulated area on property owned by the Connecticut Water Company located at 120 New Haven Road. Unanimous. Fees were set in the amount of $140.00 and $30.00. The commissioners determined that a site walk was not necessary.

Public Participation: None

Land Use Inspector’s Report: Bill Donovan was not in attendance. D. Celotto stated that he noticed activity near the Naugatuck town line and Jeremy August’s property. There appears to be truck activity over a stream crossing and it is not clear whether the activity is in Prospect or Naugatuck. S. Sackter will contact Bill Donovan to check it out.

Motion by D. Michaud, seconded by D. Celotto to adjourn at 7:21 p.m. Unanimous.
