Chairman Sackter called the meeting to order at 7:01 p.m. The meeting was taped.
Chairman Sackter seated L. Dixon for W. Caporaso.
Approval of Minutes:
Motion by C. Wentworth, seconded by L. Dixon to approve the August 9, 2010 minutes. 3 votes approved; 2 abstained. Motion carried.
W. Caporaso joined the meeting. L. Dixon was unseated.

Old Business:
a. #02-07 Donald J. Paradis Jr. & Aksana S. Varapai, Lot 2 Laura Avenue – Request for the Release of Wetlands Erosion and Sedimentation Control Bond. S. Sackter read a letter dated September 8, 2010, from Donald Paradis and Aksana Varapai requesting the release of the $5,000.00 bond. S. Sackter then read a response letter dated September 10, 2010, from W. Donovan. W. Donovan performed a site inspection on September 13, 2010 to verify completion of those conditions listed in the approved permit for Application #02-07. W. Donovan is satisfied that all the conditions have been complied with and recommends a full release of the $5,000.00 bond. Motion by D. Celotto, seconded by S. Mulhall to release the Wetlands Erosion and Sedimentation Control Bond for Lot 2 Laura Avenue. Unanimous
Enforcements:
C. Wentworth reiterated his concerns regarding a heavy rainstorm occurring on July 19, 2010 at approximately 1:00 p.m. which caused substantial silting at the Spreda Pond on 35 Candee Road. W. Donovan inspected the area in question and found the source of the silting was caused by exposed soil at 201 Cook Road. W. Donovan contacted the homeowners and advised them to install silt fencing in the problem area. W. Donovan then inspected the silt fencing and installed additional fencing to stabilize the area and create a second line of fencing. Upon recent inspection of the area, W. Donovan found the silt fencing appears to be working and grass is growing in the problem area.
Public Participation:
The commissioners reviewed the permit protocol for ways of improvement. S. Sackter advised the commissioners that he is looking for a replacement as Chairman of the Inland Wetlands Commission, and asked current members to consider the position.
Land Use Inspector’s Report:
W. Donovan inspected the Sharkey property on Yales Farm Road and found the work on the embankment to be in perfect working order and the area appears to be stabilized.
Motion by C. Wentworth, seconded by S. Mulhall to adjourn the meeting at 7:23 p.m. Unanimous.
