Chairman Sackter called the meeting to order at 7:00 p.m. The meeting was taped. A. Dorso was seated for J. Kaufman.
Approval of Minutes:
Motion by D. Celotto, seconded by A. Dorso to approve the January 25, 2010 minutes as amended. Unanimous.

Old Business:
a. & b. John Ciola, 64 & 80-84 Scott Rd, Prospect – Land clearing in a regulated area and a wetlands crossing. Mr. Ciola and John Gable of Connecticut Consulting Engineers presented copies of the soil scientist’s report for Mr. Ciola’s property. Mr. Ciola’s previously scheduled site walk for February 13, 2010 had been cancelled due to inclement weather. The site walk was rescheduled to take place on Saturday, March 6, 2010, wherein Mr. Ciola’s soil scientist will attend to address any questions or concerns the Inland Wetlands Commission may have.
c. Jad Harb, Lots 5, 6 & 7 Prospect Estates, Prospect – Request for Extension of Inland Wetlands permit for Lot 5: septic, house and driveway crossing; Lot 6: house and driveway crossing. Mr. Harb, his engineer John Gable of Connecticut Consulting Engineers and William Donovan, Land Use Inspector met to review a list of directives outlining the work needing to be done to rectify the level spreader matter in this area. Mr. Harb and Mr. Gable presented a map outlining a plan to the commission which consisted of a new reinforced concrete channel, two existing 24” pipes, replacing stones with a flat bottom for the basin and re-leveling of the level spreader. After discussion with the commission, it was agreed that barriers will also be placed on either side of the driveway over the pipes. Mr. Harb and Mr. Gable stated they would place Inland Wetlands markers within fifty feet of each other according to the permit requirements. The commission had previously agreed to give Mr. Harb until April 30, 2010, to have all this work complete to their satisfaction.
Enforcements:
Bryan & Dana Sharkey, 12 Yales Farm Lane - Earth Material Filling within a Regulated Area / Wetlands Impact. Bill Donovan reported that Mr. Sharkey had repaired silt fencing and brought in an additional fifty bales of hay to maintain the area. He filled in under the silt fencing, created a small dam at the top of the fill and routed the water by pipe past the embankment and first two rows of silt fencing. Mr. Donovan is confident that Mr. Sharkey is doing everything in his power to maintain the area.
Hearing:
Summit Woods Development, LLC - Discuss calling the Wetlands Erosion and Sedimentation Control Bond. Bill Donovan stated the bond has been reissued and secured with the Town’s attorney. The commission questioned why the bond needs to be renewed on a yearly basis when the permit is issued for five years.

Land Use Inspector’s Report:
W. Donovan reported that the oil tank on the Baumann’s property had been emptied and removed. He also stated that the Mayor will be attending the next meeting to discuss the U.S. CAP area.
