Chairman Sackter called the meeting to order at 7:00 p.m. The meeting was taped. L. Dixon was seated for S. Mulhall. G. Gruber was seated for S. Sackter.
Approval of Minutes:
Motion by L. Dixon, seconded by W. Caporaso to approve the June 14, 2010 minutes as amended. 3 votes approved; 2 abstained. Motion carried.

Old Business:
a. Application #09-10 Town of Prospect – Porter Hill and Brookwood Court - Drainage Improvements. The Honorable Mayor Robert Chatfield reviewed maps which depicted the areas where drainage improvements would be made with funding received under the stimulus package. The areas are within the road right of way and would involve the lowering of approximately 18” of the sub base by removing old pavement and sub base materials, which will be replaced with super pave. Motion by D. Celotto, seconded by L. Dixon to approve Application #09-10, The Town of Prospect – Drainage Improvements/Porter Hill and Brookwood Court within an upland review area, as presented. Unanimous.
b. Application #11-10 Brian & Mary Christiano, 19 Trotters Way - In-ground pool within a wetland. The Inland Wetlands Commission conducted a site walk on Tuesday, June 22, 2010 and determined the proposed pool will be built outside of the regulated area. Motion by D. Celotto, seconded by W. Caporaso to agree that the installation site of the pool at 19 Trotters Way is outside of a regulated area and does not require a permit. Unanimous.

The Commission discussed protocol for revisions to the Inland Wetlands and Watercourses Regulations.
The Commission expressed concern about a pool located on 12 Trotters Way and specifically the pool’s distance to the abutting wetlands on Trotter’s Way. A report by W. Donovan was read which stated that he conducted a site walk at 12 Trotters Way and reviewed pertinent maps and found the pool is approximately 125-feet to the nearest wetlands located within the “Paula Estates” subdivision and the house is approximately 115-feet to wetlands, both outside of the regulated area. In response to Commission concern, a report was read from W. Donovan stating that he met with the owners of 120 Cheshire Road regarding a pile of sand from their new addition excavation. Bill advised the owners to contain the temporary pile with silt fencing and hay bales until the material is either spread over the yard or sold and moved off the property.
