Chairman Sackter called the meeting to order at 7:02 p.m. The meeting was taped. A. Dorso was seated for J. Kaufman.
Approval of Minutes:
Motion by S. Mulhall, seconded by C. Wentworth to approve the February 22, 2010 minutes as presented. Unanimous.
Communications:

New Business:
a. Connecticut Water Company, 26 Porter Hill Road – Timber harvesting within a regulated area and a public water supply watershed. Forester Agent David Beers of Connwood Foresters, Inc. presented a map and outlined a proposal on behalf of the Connecticut Water Company. Mr. Beers stated this would be the second harvest or thinning of this 57 acre parcel with the last having taken place in 1991. He stated there would be a carefully supervised removal of 628 blue marked sawtimber trees which would be selectively cut leaving the stumps in place with no soil disturbance. Mr. Beers stated there are two stream crossings marked with orange flags. The commission set a site walk for Wednesday, March 17, 2010 at 4:00 p.m. Mr. Beers further stated this project will go out to bid soon and doesn’t expect work to begin until May, 2010.
Old Business:
a. & b. John Ciola, 64 & 80-84 Scott Rd, Prospect – Land clearing in a regulated area and a wetlands crossing. The commission conducted a site walk on the property on 3/6/10. The soil scientist did not attend and the area was not flagged. Scott Poryanda of Connecticut Consulting Engineers appeared and explained that there was a miscommunication with the soil scientist. The commission re-scheduled the site walk to take place on Wednesday, March 17, 2010 at 5:00 p.m. Mr. Poryanda stated that the area will be flagged properly and the soil scientist would at the site walk to answer any questions about the property.
Enforcements:
Bryan & Dana Sharkey, 12 Yales Farm Lane - Earth Material Filling within a Regulated Area / Wetlands Impact. William Donovan, Land Use Inspector stated he traveled to this location and confirmed that the area is in order. He stated the silt fencing is holding up well with no breaches at this time. He stated there was no impact on the wetlands at this point.

Land Use Inspector’s Report:
W. Donovan stated he would like to make some updates to the regulations. He stated Mayor Chatfield was unable to attend the meeting and report on the US CAP situation.
