Chairman Sackter called the meeting to order at 7:00 p.m. The meeting was taped. A. Dorso was seated for vacated seat.
Approval of Minutes:
Motion by A. Dorso, seconded by C. Wentworth to approve the February 14, 2011 minutes, as amended. Unanimous.

Old Business:
a. Application #01-11 TSC Properties, LLC, 170 Scott Road – Construction of a Commercial Building within a Regulated Area. Mike McAllen of TSC Properties appeared before the Inland Wetlands Commission to schedule a site walk as the snow has been melting in the proposed building site area. A site walk was scheduled for Thursday, March 3, 2011 at 5:00 p.m. with a rain date of Friday, March 4, 2011.
Enforcements:
#01-10 John Ciola, 64 Scott Road and #02-10 John Ciola, 80-84 Scott Road. S. Sackter read into the minutes a copy of the Cease and Desist Inland Wetlands Enforcement Order dated 2/18/11 which was presented to Mr. Ciola. Mr. Ciola explained he ran into bad luck with his equipment and the weather which caused him to disturb and damage the proposed wetlands crossing area while trying to remove downed trees from the wetlands. There was much discussion between the Inland Wetlands Commissioners and Mr. Ciola regarding this matter. Motion by S. Mulhall, seconded by C. Wentworth to suspend all activities of John Ciola, 80 Scott Road, #01-2010, until the Inland Wetlands Commission conducts a site walk scheduled for Saturday, March 12, 2011, at 1:00 p.m., to determine if it is reasonable for Mr. Ciola to haul the remaining trees within the upland review area in a fashioned way that avoids the wetlands. Mr. Ciola is to install hay bales to stabilize the disturbed wetlands crossing area until further inspection by the Inland Wetlands Commission. 3 votes in favor/2 votes not in favor. Motion Carried.
Public Participation: None.
The Inland Wetland Commissioners discussed the zoning regulations for floor drains on commercial properties. Forestry and harvesting timber certifications were also discussed.
Land Use Inspector’s Report:
W. Donovan presented the Inland Wetland Commissioners with an updated list of proposed regulation changes and S. Sackter requested the Inland Wetland Commissioners to continue to submit proposed changes of the regulations to W. Donovan.
Motion by S. Mulhall, seconded by W. Caporaso to adjourn the meeting at 8:39 p.m. Unanimous.
