Chairman Robert Hiscox called the meeting to order at 7:00 p.m. The meeting was taped.
Approval of Minutes: Motion by A. Havican, seconded by G. Graveline to approve the minutes of the May 21, 2003 meeting as presented. Unanimous.

Motion by G. Graveline, seconded by T. Galvin to accept the correspondence. Unanimous.

a. Nicholas Mecca, 10 Lombard Drive. Application for a 3-Lot Subdivision - 10 Lombard Drive. Motion by A. Havican, seconded by D. Pomeroy to accept the application for a 3-lot subdivision at 10 Lombard Drive and set a public hearing for June 18, 2003 at 7:15 p.m. Unanimous.
c. Eileen Mulrooney & Lori Boucher, 49 Waterbury Road. Application for a Change in Use - CoffeeHouse. Motion by G. Graveline, seconded by T. Galvin to accept and approve the application for a coffeeehouse for property located at 49 Waterbury Road. Unanimous.
Public Hearings:
a. Chespro, LLC, 230 Sandbank Road, Cheshire, CT. Application for a 3-Lot Subdivision - 278 & 280 Cheshire Road. The public hearing was opened at 7:15 p.m. Chairman Hiscox read the notice of public hearing as it appeared in the Waterbury Republican American and an acknowledgement receipt of referral from Virginia Mason, Senior Planner for the Council of Governments of the Central Naugatuck Valley. The hearing was opened to public comment. Bill Eissler, 5 Rolling Ridge Court, asked that any proposal for this area be kept residential. There were no further comments from the public. The public hearing was continued to June 18, 2003 at 7:30 p.m.

d. Tesco Rentals, LLC, 155 Union City Road. Application for a Zone Change from General Commercial to Residential. Motion by A. Havican, seconded by G. Graveline to accept the application for a zone change from general commercial to residential for property located at 155 Union City Road and set a public hearing for June 18, 2003 at 8:00 p.m. Unanimous.
e. Tesco Rentals, LLC, 151 & 155 Union City Road. Application for a Special Permit for a Residential Development for Elderly Persons. Motion by D. Pomeroy, seconded by G. Graveline to accept the application for a Special Permit for a residential development for elderly persons for property located at 151 & 155 Union City Road and set a public hearing for June 18, 2003 at 8:15 p.m. Unanimous.
Public Hearings:
b. Shannon Development Company, LLC, 80 Straitsville Road. Application for a 5-Lot Subdivision. This public hearing was continued from May 7, 2003. Chairman Hiscox read a letter dated June 4, 2003 from the applicant's engineer granting an extension for this public hearing for an additional 35 days. There were no comments from the public. Bill Donovan stated that this application is still before the Inland Wetlands Commission. The public hearing was continued to July 2, 2003 at 8:00 p.m.
New Business:
f. Steven & Pamela Sturges, 7 Merriman Lane. Application for a Home Occupation Permit - Lawn Care & Landscaping/Snowplowing. Motion by D. Pomeroy, seconded by T. Galvin to accept and approve for a 3-year period the application for a home occupation permit for lawn care and landscaping for property located at 7 Merriman Lane. Unanimous.
g. Floridian Group, LLC, 19 Industrial Road. Site Plan Application for an Addition to Existing Industrial Building. Motion by A. Havican, seconded by D. Pomeroy to accept and approve the site plan application for an addition to the existing industrial building located at 19 Industrial Road as shown on map titled "Site Plan for Proposed Warehouse Addition, Greer Manufacturing, Inc., 19 Industrial Road, Prospect, CT 06712" and dated May 29, 2003. Unanimous.
b. Kathleen Christiano, 27 Platt Drive. Application for Renewal of a Home Occupation Permit - Massage Therapy and Personal Training Consultant. Motion by D. Pomeroy, seconded by G. Graveline to accept and approve for a 3-year period the application for a home occupation permit for massage therapy and personal training consultant for property located at 27 Platt Drive. Under discussion, T. Galvin asked whether any other issues with the property other than the home occupation needed to be discussed. Chairman Hiscox indicted that restrictions on the home occupation for other zoning violations could not be imposed under the current Regulations. Bill Donovan verified that other zoning issues are not pertinent to this application. The vote on the motion was Unanimous.
Land Use Inspector's Report: Motion by T. Galvin, seconded by A. Havican to set the site improvement bond for Fulling Mill Brook Subdivision, 120 Salem Road, at $160,000.00 as recommended by Bill Donovan and Gene McCarthy and in a form acceptable to the Town Attorney. The vote on the motion was Unanimous. Motion by T. Galvin, seconded by D. Pomeroy to accept the Land Use Inspector's Report. Unanimous.
Public Hearings:
c. Peter Daddona, 54A Talmadge Hill Road. Application for Renewal of Special Permit for Paintball Adventure Games. The public hearing was opened at 8:25 p.m. Chairman Hiscox read the notice of public hearing as it appeared in the Waterbury Republican American and a letter dated June 3, 2003 from Mayor Robert Chatfield regarding concerns with the renewal of the Special Permit. Bill Donovan indicated that James Winch, operating manager of Prospect Paintball, could not be in attendance due to a death in the family and that Peter Daddona had asked Bill earlier in the evening to continue the public hearing to the next meeting. There were no comments from the public. The public hearing was continued to June 18, 2003 at 8:30 p.m.
Public Participation: Bob Gillis, 35 Platt Drive, cited zoning issues with the commercial storage container, backhoe, driveway apron and weekend maintenance of a tractor trailer truck at 27 Platt Drive. Fran Ariola, 21 Platt Drive, stated that Colonial Irrigation at the end of Platt Drive has workers coming and going with equipment several times a day. Bill was directed to follow up on Colonial Irrigation.
