Vice Chairman Gil Graveline called the meeting to order at 7:05 p.m. The meeting was taped.
Approval of Minutes: Motion by D. Pomeroy, seconded by A. Havican to approve the minutes of the May 7, 2003 meeting as presented. Unanimous. Motion by T. Galvin, seconded by A. Havican to approve the minutes of the May 8, 2003 meeting as presented. T. Galvin & A. Havican voted in favor of the motion. G. Graveline & D Pomeroy abstained. The motion carried.
Correspondence:
Motion by T. Galvin, seconded by D. Pomeroy to pay the invoice from HMA, Inc., in the amount of $5,000.00. Unanimous. Motion by T. Galvin, seconded by A. Havican to accept the correspondence. Unanimous. G. Graveline indicated that the letter regarding 26 Greenwood Drive would be referred to Bill Donovan.

Public Hearings:
a. Shannon Development Company, LLC, 80 Straitsville Road. Application for a Proposed 5-Lot Subdivision. The public hearing was opened for the evening at 7:15 p.m. G. Graveline read a letter dated May 20, 2003 from the applicant's engineer, Scott Poryanda of Connecticut Consulting Engineers, LLC, asking that the public hearing be continued to the next meeting. A letter dated May 12, 2003 from Steven & Traci Noreika, 72 Straitsville Road, was read into the record. There were no comments from the public. The public hearing was continued to June 4, 2003 at 7:15 p.m. [See New Business, Chespro, LLC, for change in continuance of this public hearing to 6/4/03 at 7:30 p.m.]
New Business:
a. Chespro, LLC, 230 Sandbank Road, Cheshire, CT. Application for a 3-Lot Subdivision - 278 & 280 Cheshire Road. G. Graveline read a consent letter from Peter & Sia Skabardonis, owners of 278 & 280 Cheshire Road, authorizing Chespro, LLC, and David Carson of OCC Group, Inc., to present this application for a 3-lot subdivision on the Prospect/Cheshire town line. David Carson explained that applications are being submitted simultaneously to the Town of Prospect and the Town of Cheshire to enable incorporating staff comments from both towns into any necessary revisions made to the plans. Two houses will be built in Cheshire and one house will be built in Prospect. Approximately 145,000 yards of material will be excavated from the site, 85,000 in Cheshire and 60,000 in Prospect. The site is currently totally wooded. There would be a wooded buffer left along Route 68 throughout the excavation process. Starting at the very top, excavating will be done in terraces to aid with noise and dust control. Mr. Carson estimates that the project will take approximately three years to complete. D. Pomeroy questioned whether it is normal to excavate the proposed amount of material in a subdivision or is this a mining operation under the disguise of a subdivision. Mr. Carson stated that the excavating was necessary for the benefit of putting in three houses on this site. D. Pomeroy also asked for clarification on whether Lot 3 was a rear lot. Discussion was held on the soils on the site. Mr. Carson asked that the application be sent to the Town Engineer for comments. D. Pomeroy stated past concerns with traffic associated with the excavation process, particularly the hazards of heavy hauling in a westerly direction on Route 68. Motion by T. Galvin, seconded by D. Pomeroy to accept the application for Chespro, LLC, for a 3-lot subdivision for property located at 278 & 280 Cheshire Road. Unanimous. Motion by D. Pomeroy, seconded by A. Havican to schedule a public hearing for Chespro, LLC, for a 3-lot subdivision at 278 & 280 Cheshire Road on June 4, 2003 at 7:15 p.m. and change the scheduled time for the continuation of the public hearing for Shannon Development to June 4, 2003 at 7:30 p.m. Unanimous.
b. Nicholas Mecca, 10 Lombard Drive. Application for a 3-Lot Subdivision - 10 Lombard Drive. There was no one in attendance to present this application.
c. Peter Daddona, 54A Talmadge Hill Road. Application for Renewal of a Special Permit - Prospect Paintball Outside Activities a.k.a. Paint Ball Adventure Games. Peter Daddona and James Winch presented the application. Mr. Winch, operating manager for the paint ball field and store, stated that a full color layout would be available for the next meeting. Mr. Winch also stated that he reviewed with Bill Donovan some of the concerns raised at previous meetings and that he would be prepared to address those concerns at the next meeting. The applicant was instructed to provide a new consent letter from the property owner. It was noted for the record that the extension of the Special Permit for Paint Ball Adventure Games expired on May 18th and that there should be no activity taking place on the property. Motion by D. Pomeroy, seconded by A. Havican to accept the application for renewal of a Special Permit for Prospect Paintball Outside Activities, a.k.a. Paint Ball Adventure Games. Unanimous. Motion by D. Pomeroy, seconded by T. Galvin to set a public hearing for renewal of a Special Permit for Prospect Paintball Outside Activities, a.k.a. Paint Ball Adventure Games for June 4, 2003 at 8:00 p.m. Unanimous.
Land Use Inspector's Report: Bill Donovan was not in attendance.
Public Participation: Linda Henaghan, 20 Platt Drive, asked for an update on the fine ordinance and also what the timetable is for updating the zoning regulations. Chris Telesca, Plank Road, asked when copies of the draft ordinance would be available for the public to review. Discussion was held on updating the regulations.
