Chairman Robert Hiscox called the meeting to order at 7:00 p.m. The meeting was taped. A. Delelle was seated for D. Pomeroy.
Approval of Minutes: Motion by A. Havican, seconded by A. Delelle to approve the minutes of the October 6, 2004 meeting as presented. Unanimous.
Correspondence:

2. Naugatuck Valley Corridor Comprehensive Economic Development Strategy Committee – Notice of Meeting.
Motion by A. Delelle, seconded by A. Havican to accept the correspondence. Unanimous.

Old Business:
a. Amendment to Prospect Zoning Regulations – Storage Pods & Technical Changes. No discussion held.
b. Prospect Self-Storage, 38 Industrial Road. Review Resolution of Approval. No discussion held.

New Business:
a. Edward DiLoreto, 1 Old Schoolhouse Road. Application for a Special Permit for an Auto Repair Facility. The Commissioners reviewed the application submitted by Edward & Domenic DiLoreto. It was noted that the hand drawn plot plan attached to the application is not acceptable, as it doesn’t conform to the Regulations. The applicants were referred to Article 11, Site Plan Approval Requirements & Article 12, Special Zoning Permits, of the Regulations in order to prepare a proper plot plan for review. The Commissioners agreed that the architectural plans submitted were sufficient and that a traffic study would not be required for this application. Motion by G. Graveline, seconded by A. Havican to accept the application for a Special Permit for an auto repair facility for property located at 1 Old Schoolhouse Road and set a public hearing for November 3, 2004 at 7:15 p.m. Unanimous. Chairman Hiscox noted that if the plot plan was not available at the opening of the public hearing, the hearing would be continued to the following meeting.
b. Lornic, LLC, 24 Alison Court. Pre-Application Review for an 8-Lot Subdivision – 18 Spring Road (Southridge II). Ted Hart, engineer with Milone & McBroom, represented the applicant in presenting a pre-application review for an 8-lot subdivision extending from the end of Southridge Road. A total area of 8.7 acres will be subdivided from 14.365 acres currently owned by Kelly Cronin. The westerly side of the parcel abuts the Town of Naugatuck and the easterly side of the parcel abuts Spring Road. A portion of a proposed detention basin on Lot 5 is shown to be partially within proposed open space. The applicant was advised to remove any part of the detention basin from proposed open space. Chairman Hiscox noted that Bill Donovan should provide a calculation of possible open space fees that could be required with this application in lieu of open space. The Commissioners questioned a 50-foot strip of property extending to Spring Road from Lot 7. There was concern that the strip could become a remnant split off at a later date. Chairman Hiscox suggested that the Commissioners review the Regulations regarding Acquifer Protection Areas. The applicant will be submitting an application to the Inland Wetlands Commission at their next meeting and expects to present a formal application to the Planning & Zoning Commission on November 3, 2004.
Land Use Inspector’s Report: Bill Donovan was not in attendance. The clerk read a report from Bill regarding the Service Master home occupation permit on Amber Court. The report indicated that the on-site storage tank is empty and that Mr. Gavigan is actively pursuing the sale of the tank. Bill indicated that Mr. Gavigan is otherwise in compliance with his original home occupation permit.
