August 19, 2009

Vice Chairman Delelle called the meeting to order at 7:02 p.m. The meeting was taped.

Members Present: A. Delelle, A. Havican, G. Ploski, J. Crumb
Alternates Present: G. Graveline, D. Santoro
Absent: D. Pomeroy, Ed Miller (Alt.)

Vice Chairman Delelle seated D. Santoro for D. Pomeroy.

Approval of Minutes:
Motion by A. Havican, seconded by G. Ploski to approve the August 5, 2009 minutes. Unanimous.

Correspondence:
1. Anonymous letter regarding 2 decks and a lawn shed built at 23 Old School House Road without any permits.
2. Anonymous letter regarding heavy equipment and large construction trailers, trucks, etc. being stored on 105 Salem Road.

Vice Chairman Delelle stated that Land Use Inspector Bill Donovan, who was not in attendance, will address these two properties.

Motion by D. Santoro, seconded by G. Ploski to accept the correspondence. Unanimous.

New Business:
a. Anthony & Shawna Dorso, 30A Scott Road - Application For Earth Deposition and Regarding Activities of more than 400 Cubic Yards. The applicant Anthony Dorso, and Paul Bunevich, Engineer from Land-Data Engineers, 567 Watertown Avenue, Waterbury, CT, appeared and provided the commission with a site plan dated 6/5/08 and an “As Built” survey dated 7/6/09. Mr. Dorso stated that he needs to bring in approximately 2,500 cubic yards of fill material and place it around his house. Mr. Dorso stated that he needed to raise the grade in order to have a gravity fed septic system rather than a pump system. Vice Chairman Delelle asked Mr. Dorso where the water will go if he changes the grade. Using the plans, Mr. Dorso showed the commissioners that the final grade will have the water flowing in the direction of the wetlands on the property. The Clerk indicated that Land Use Inspector Bill Donovan made a letter available to the Planning and Zoning Commission advising them of the Inland Wetland Commission approvals on this property. G. Ploski asked if the grading will change the flow of the water from the direction it runs in now and Mr. Dorso stated there will be no change in the direction of the flow. G. Ploski asked Mr. Dorso if he has his silt fencing in place. Mr. Dorso stated that he has put up silt fencing in accordance with Bill Donovan’s instruction. G. Graveline noted that a garage is showing on the plan and asked Mr. Dorso if it is a detached garage and Mr. Dorso responded it is an attached garage. A. Delelle asked Mr. Dorso where the fill is coming from and G. Ploski stated that it was coming from the Capannas. G. Graveline asked if the new gravity fed septic system on the plan had been approved by Chesprocott and if the elevation had changed. Mr. Bunevich stated that the elevation had not changed. G. Graveline asked Mr. Dorso if he has a spreader at the end of his driveway entering onto Scott Road. Mr. Bunevich stated that a tracking pad is in place. After commission discussion, Motion by G. Ploski, seconded by A. Havican to accept the application for Earth Deposition and Regrading Activities of approximately 2,500 cubic yards from Anthony & Shawna Dorso, 30A Scott Road. Unanimous. Motion by G. Ploski, seconded by D. Santoro to approve the application for Earth Deposition and Regrading Activities of approximately 2,500 cubic yards from Anthony & Shawna Dorso, 30A Scott Road. Unanimous.
