Chairman Pomeroy called the meeting to order at 7:00 p.m. The meeting was taped.

Members Present: D. Pomeroy, A. Delelle, A. Havican, G. Ploski, J. Crumb
Alternates Present: G. Graveline, D. Santoro
Absent: K. Clifford
Others Present: William Donovan, Land Use Inspector

Motion by A. Hayican, seconded by A. Delelle to approve the August 4, 2010 minutes. Unanimous.

Correspondence: None

Public Participation:
Chairman Pomeroy asked the public for comments and stated that while public comments are strongly encouraged, the commission will only dedicate 10 minutes to any one subject. No public comment.

Public Hearings: None

New Business:
a. Chester Falkowski, 24R Cornwall Avenue - Application for a Home Occupation: Carpentry. Mr. Falkowski appeared and presented the commission with an application for a home occupation to allow him to operate his carpentry business, Tolland County Builders, Inc., from his home. Mr. Falkowski stated that his property consists of 3 Vz-acres on a mountain bordering up to the Blue Trail. He stated that he will not have any employees coming to the property or conduct any retail sales from the property. Mr. Falkowski stated that he will not have any signs or keep any outdoor storage on the property other than the hard wood he uses for his personal woodworking hobby. Mr. Falkowski stated that he has two large storage buildings on his property for storage. G. Ploski asked the applicant if he has any commercial vehicles on the property. Mr. Falkowski stated that he has a F350 pick-up truck, a 16' flat utility trailer and a forklift which is sometimes on the property when not being used offsite on a job. After commission discussion, Mr. Falkowski agreed that the forklift will not be stored on the property. Motion by G. Ploski, seconded by A. Havican to accept the application from Chester Falkowski, 24R Cornwall Avenue for a Home Occupation: Carpentry. Unanimous. The commission discussed their option to require a public hearing and agreed that because there would not be any signs, customers, or traffic created by the home occupation, they did not feel a public hearing was necessary. Motion by G. Ploski, seconded by A. Delelle to approve the Home Occupation Application submitted by Chester Falkoswki, 24R Cornwall Avenue for a Home Occupation: Carpentry. Unanimous.

Old Business:
1. Christopher & Whitney Caporaso, 176 Straitsville Road - Proposed amendments to Approved Special Permit for Commercial Greenhouses in a Residential Zone. Chairman Pomeroy read a letter froHici Christopher M. Caporaso dated 8/18/10 requesting that his application dated 5/18/10 for amendments to his approved Special Permit for Commercial

Greenhouses in a Residential Zone be withdrawn.- Chairman Pomeroy stated that the application is now formally withdrawn.

Land Use Inspector's Report:
Bill reported that the meteorology test tower on 178 New Haven Road was a success and that the owner's agent, Greg Zupkus of BNE Emergy, is planning to file a formal petition with the State of Connecticut Siting Council for a proposed wind turbine farm generating less than 65 megawatts which will be connected to the grid. Bill outlined the petition process and stated that the Planning & Zoning Commission may hold a public hearing and then forward a report to the Siting Council for their consideration. Motion by A. Havican, seconded by G. Ploski to accept the Land Use Inspector's Report. Unanimous.

Public Participation:
Anne Marie Santoro, Porter Hill Road asked the commission if the owners of 176 Straitsville Road are able to re submit their amendment application in the future and if there is a certain time frame in which they would have to wait to do so. The commission stated that the owners would be allowed to re submit an application at any time and that there is no waiting period required.

The commission held general discussion on blight.
