Chairman Perugini-Erickson called the meeting to order at 6:04 pm.
Motion by C. Graveline, seconded by C. Wester to accept minutes from special meeting on March 21, 2006. Unanimous.
Old Business: C. Perugini-Erickson stated that Attorney Casagrande was not available to attend this meeting and a special meeting was suggested to discuss the Developers, Intel-municipal Agreements regarding the Boulder Brook development and to review the status of the required agreements for the Toll Brothers development on Scott Road. The meeting is to be scheduled for April 11, 2006 at 6:00 PM.
C. Wester suggested that the TESCO/Boulder Brook Development be required to submit surveyed as-built plans for the sewer system. A detailed set of plans and specifications for the pump station is also needed for WPCA's review. This will be discussed with Attorney Casagrande.
Prospect's Land Use Officer, Bill Donavon provided a copy of the Boulder Brook Development design plans for WPCA records. Bill Donavon provided a copy of the SPECIAL PERMIT, RESOLUTION OF APPROVAL for TESCO Rentals, LLC, approved September 3, 2003.
The board discussed storage space needed in Town Hall for WPCA plans and documents. C. Perugini-Erickson will contact Mayor Chatfield and request storage space for WPCA plans and documents.
C. Perugini-Erickson provided copies of the letter dated March 22, 2006 addressed to Mr. Bill Scarpati, Building Official Town of Prospect requesting that no Certificates of Occupancy be issued for any additional units at the Boulder Brook Development until fully executed agreements are in place for the sewer system, see attached. C. Perugini-Erickson also provided copies of the letter dated March 22, 2006 addressed to Mr. Joe Commendatore, Chairman of Prospect Town Council requesting that State, D.O.T. Project No. 114-80 include a feasibility study during the design phase for the installation of a sanitary sewer system within Scott Road. The Scott Road sewer would connect to the Waterbury sewer system and provide a connection for the Toll Brothers Development. The Scott Road sewer system would allow future use for the Town of Prospect as needed.
New Business: Motion by D. Brown, seconded by C. Graveline to send the proposed ORDINANCE FOR ESTABLISHMENT OF A SEWER USER CHARGE SYSTEM and the SEWER SYSTEM PERMIT APPLICATION and PERMIT CONDITIONS to Attorney Casagrande for review and comments.
Motion by D. Brown, seconded by C. Wester to adjourn meeting at 7:00 PM. Unanimous.
