ÿþ<html> <body background="../../1.jpg"> <head> <title>Town of Prospect - Boards & Commission</title> </head> <div align="center"><h1>Board of Recreation <dt>Approved Minutes</dt> </h1></div> <a name="top"> <a name="February 11, 2004"></a> <div align="left"><b>February 11, 2004</b></font></div> <p>The Board of Recreation meeting was called to order by Mark Mikulski at 7 p.m.</p> <p><b>Board Members Present:</b> Mark Mikulski, Joe Commendatore, Mike Palmerie, Jr., Mary Witham, William Sereduck and Frank Bainer (arrived at 7:05 p.m.)</p> <p><b>Absent: Jim Corbett</p></b> <p>Also Present: Larry Fitzgerald; Program Director (arrived at 7:15 p.m. <p><b>Public Participation: </b>Mr. Phil Phillepelli, President of the Soccer League and Paul Vallillo, 1st Vice President of the Soccer League, introduced themselves to the Board of Recreation. Mr. Phillepelli inquired about the policy and procedures for scheduling fields as well as the availability of the fields in town. Mark Mikulski advised them on the submiting of field use schedules as well as not scheduling any night games at Hotchkiss Field due to the condition of the field. Mark also directed Mr. Phillepelli to contact Larry Fitzgerald regarding filing the necessary paper work for field use that would need to be submitted to Larry as soon as possible.</p> <p>Motion made by Mark Mikulski, seconded by Joe Commendatore to approve the September 17, 2003 minutes. Four approve, (Mark Mikulski, Frank Bainer, Joe Commendatore and Bill Sereduck). Two abstain, (Mike Palmerie and Mary Witham). Motion carries.</p> <p>Motion made by Mary Witham, seconded by Mike Palmerie to appriove the January 14, 2004 minutes. Unanimous</p> <p><b>Program Director's Report:</b> <p>*The appropriate balance in the checking account is $17,000.</p> <p>*According to Principal Nuzzo, Community School, some damage has been done to the bulletin boards and the bathroom facilities were dirty. Due to this matter all recreational baskeball games were cancelled for the week of February 9th. Basketball will resume on February 23rd. Larry has spoken to the parents and children regarding the above and has asked that the children be respectful of school property.</p> <p>*Requests for field use from Women's softball was received.</p> <p>*Request for knitting and crocheting class from Josephine Collins to run for 10 weeks commencing February 18th was received.</p> <p>Proposal from Debbie Walsh of Prospect to conduct dance classes for boys and girls ages 3-5 years old. This would be an 8 to 10 week program in the spring to be held in the mornings at the Grange Hall.</p> <p>Bill Sereduck asked Larry to verify with Pop Warner football of their intention for field use at Caplan Park.</p> <p>Larry stated that to date he has not acquired a swim instructor to teach swim instruction classes. Dan Scavone has informed Larry that the pool will be available during the spring and summer if he would like to run the instructional programs at that time.</p> <p><b>Correspondence/payment of bills:</p></b> <p>Catalogues as well as correspondence from Government Product News were received.</p> <p>All bills were reviewed and discussed. A brief discussion was held regarding the pay rate for referees. Were referees paid more if they referred a game alone versus having another referee working with them. Mark Mikulski will verify the pay rate with Jim Corbett.</p> <p>Motion made by Mark Mikulski, seconded by Joe Commendatore to pay the bills as presented. Unanimous</p> <p><b>Old Business:</p></b> Bill Sereduck will contact Gene McCarthy regarding the soil results that were taken at Hotchkiss Field. There was a general discussion regarding the use of the fenced in soccer field at Hotchkiss this spring. It was the Board's decision to plan on that field being closed for the season to have it repaired.</p> <p>There was no update regarding the volleyball courts and ice skating rink. The Board will request Gene McCarthy to attend the March 10th meeting to discuss the installation of the septic system. The Board would like to obtain a projected completion date of the volleyball courts and get a bid out for the proposed septic system.</p> <p>Joe Commendatore is in the process of obtaining more specifics for a skate park. There was a general discussion regarding fencing and liability issues.</p> <p>The 2004/05 budget was reviewed and discussed.</p> <p><b>New Business:</p></b> <p>Bill Sereduck requested Larry Fitzgerald to contact Middlebury Park and Recreation to obtain the name of the company that built the restroom/storage facility that he had seen there. Bill would like to contact the company to obtain the cost of one for Hotchkiss Field.</p> <p>There was a brief discussion regarding the proposal that was from Debbie Walsh for the dance classes. Mary Witham will contact Ms. Walsh to get more particulars.</p> <p>Motion made by Bill Sereduck, seconded by Mary Witham to give Chairman Mark Mikulski the authority to approve the dance program for the 3-5 year olds based on the information. Mary abstains. Unanimous,</p> <p>Joe Commendatore noted that Peter Brackett and Frank Bainer are receiving scholarships from the Waterbury Sportmen's Club.</p> <p>Motion made by Joe Commendatore, seconded by Mary Witham to adjourn.
