The Special Meeting of the Prospect Town Council was called to order by Chair, Cynthia L. Gibbons at 9:05 A.M. Members present: Frank Bainer, Robert Doyon, Delores Franks @ 9:07, Patricia Geary, Cynthia Gibbons, Theresa Graveline, Gary V. Hodge, Shirley Sabo. Absent: Edward Miller

MOTION made by Gary V. Hodge, seconded by Theresa Graveline to approve minutes of March 16, 2000 as amended. Shirley Sabo abstained. MOTION CARRIED

MOTION made by Shirley Sabo, seconded by Robert Doyon to approve minutes of March 21, 2000 as amended. Gary Hodge & Theresa Graveline abstained. MOTION CARRIED

TOWN GARAGE 6300-00 - 6300-02 $10,000: Mayor Chatfield reviewed. Motion made by Gary V. Hodge, seconded by Theresa Graveline to approve. UNANIMOUS

SOLID WASTE 6950-00 - 6950-09 $387,840: Mayor Chatfield reviewed. Gene McCarthy feels there is a need for additional money in line item 6950-09. Patricia Geary supported increase, she would like to see Christmas Trees chipped at the Recycling Center to save on the cleanup after tree burning. MOTION made by Theresa Graveline to approve with increase of $2000 in line item 6950-09 - Total for Solid Waste $389,840. Motion seconded by Delores Franks. Gary Hodge questioned increase in Bristol R.R. Plan, due to increase in fee. Theresa Graveline surprised no increase in recycling. Patricia Geary brought up labor costs, Sold Waste 20% Increase, increase in snow & Ice, etc. Mayor Chatfield reviewed accounts and noted previously there was a need for transfers, also due to equalizing pay per contract. MOTION PASSED UNANIMOUSLY

TOWN ROADS 7000-00 - 7000-06 $135,000: Mayor Chatfield reviewed. Gene McCarthy reviewed need for additional money in line item 7000-04 Guard Rail in order to bury end of guard rails over a period of time. MOTION made by Theresa Graveline, seconded by Gary V. Hodge to approve with increase of $3,000 in line item 7000-04. Total for Town Roads $138,000. UNANIMOUS

ICE & SNOW 7050-00 - 7050-08 $312,000: Mayor Chatfield reviewed. Gene McCarthy answered various questions from council including Ice Ban Magic. MOTION made by Delores Franks, seconded by Robert Doyon to approve. Unanimous

TOWN TRUCKS 7150-00-7150-03 $118,000: Motion made by Delores Franks, seconded by Patricia Geary to approve. Patricia Geary questioned truck maintenance - Due to 13% increase in parts. MOTION PASSED UNANIMOUSLY

TOWN AID ROADS 7200-00 $36,000: MOTION made by Patricia Geary, seconded by Gary V. Hodge to approve. UNANIMOUS

ROAD RECONSTRUCTION 7250-00 - 7250-03 $178-160.00: Mayor Chatfield reviewed. Streets to be worked on can be found in Capital Plan. Theresa Graveline pointed out nothing expended as of yet, Gene McCarthy pointed out they will be starting in May. MOTION MADE by Gary V. Hodge, seconded by Delores Franks to approve. UNANIMOUS

PARKS 7300-00 - 7300-06 $116,500: Mayor Chatfield reviewed Hotchkiss Field, McGrath Park, Town Hall Buildings, Police Station, Matthew St. Field. MOTION made by Delores Franks, seconded by Gary V. Hodge. Patricia Geary questioned labor increase, necessary to keep up with rates negotiated. MOTION UNANIMOUS

TRUCK LEASE 7950-00 - 7950-04 $158,796.00: Replacement of backhoe/loader, intention to trade in for $30,000, $27,500 per year w/trade in over four years. Mayor Chatfield suggested bids before 18th, and revisit after Public Hearing. MOTION made by Delores Franks, seconded by Robert Doyon to approve with $27,500 addition to line item # 7950-04 for a total of $186,296. Theresa Graveline would like to consider need for additional staff, presently 6 full time and 1 part time public works employees. MOTION UNANIMOUS Theresa Graveline and Patricia Geary told Mr. McCarthy to come back if unable to complete projects and address the possible need for additional help in the future. Shirley Sabo left at 11:15 A.M.

LIBRARY 7350-00 - 7350-12 $216,871: Mrs. Paterson & Sue McKernan reviewed and answered various questions from the council including need for additional work stations, increased computer use - need for additional. Combining Cataloging/Books or Programs/Conf. has been necessary to allow for easier bookkeeping. Also indicated the need in the future for vinyl siding. Patricia Geary questioned Asst. Librarian; Increase in hours & combined with cataloger which was a separate position in the past, also questioned no increase in oil, fire alarm maintenance increase - it was suggested that Library Board look into other companies. Patricia Geary also pointed out that Fire Alarm maintenance is a 70% increase and the Town Hall is only a 50% increase with the same company. Impressed with programs offered but suggested that a possible fee be charged. MOTION MADE by Gary V. Hodge, seconded by Theresa Graveline to approve. Library Board previously had planned to build a shed for storage but recently Sue McKernan spoke with Mayor Chatfield and he indicated that there would be space available in the new Senior Center for storage. Theresa disturbed that little foresight as to storage & the use of wood siding when building the library. Delores felt "strategically" would be a better word. MOTION UNANIMOUS

POLICE 6700-00 - 6700-11 $301,200.00: Mayor Chatfield reviewed, Resident Trooper Nelson Abarzua reviewed increase in training hours, radios, new lap tops which include cop finders. Gary V. Hodge left at 11:10. Delores Franks left at approx. 11:20 A.M. Will be purchasing Lap Top Computers after state gets the kinks out. Patricia Geary suggested not budgeting for new system. Mayor Chatfield suggested approving and obtaining more information before April 18th. MOTION MADE BY Robert Doyon, seconded by Frank Bainer to approve. Frank Bainer, Robert Doyon and Cynthia Gibbons in favor, Theresa Graveline and Patricia Geary opposed until figures received from Mayor. MOTION CARRIED

FIRE MARSHALL 6650-00 - 6650-10 $28,250.00: Keith Griffin reviewed Schedule "A" (attached) Duties of Fire Marshall, inspections, education, presently working more than 18 hours. In the future the Town may find it necessary to have a Full Time Fire Marshall, possible state grant. Robert Doyon would like to see increase in salary. Theresa Graveline suggested $1,000 be added to Keith's salary. Patricia Geary made a motion to add $2,000 to Item #6650.00., motion seconded by Robert Doyon. Theresa Graveline opposed. MOTION CARRIED. Total for Fire Marshall $30,250. Mayor Chatfield suggested Keith Griffin research other towns for information regarding a full time Fire Marshall.

TOWN HALL BUILDINGS 6100-00 - 6100-08 $242,500: Mayor Chatfield pointed out that total for Town Hall Buildings should be $243,500. MOTION made by Patricia Geary, seconded by Theresa Graveline to approve. UNANIMOUS

Mayor Chatfield suggested having a Budget Workshop @ 6:30 prior to the Regular Council Meeting. Theresa Graveline suggested adding Budget Workshop to the agenda on Tuesday.
