The Special Town Council Meeting was called to order at 7:04 P.M. by Chair Cynthia L. Gibbons. Members present: Frank Bainer, Robert Doyon , Delores Franks, Patricia Geary, Cindy Gibbons, Theresa Graveline, Gary V. Hodge & Shirley Sabo. Absent: Edward Miller.
MOTION made by Gary V. Hodge, seconded by Shirley Sabo to recess at 7:07 P.M. Unanimous

Town Clerk, Patricia M. Vaillancourt, handed out final copy received from the Charter Revision Commission (Schedule "A" attached).
MOTION made by Patricia Geary, seconded by Theresa Graveline to recess @ 7:22 P.M. Unanimous
Members questioned Organizational Chart which contains Pension & Benefits whether it should be in the organizational chart if there is nothing in the Charter itself pertaining to Pension & Benefits.
Discussion also included dead lines (time table). Theresa Graveline reviewed time line, questioned if necessary could public hearing be held sooner, possibly Sept. 1 followed by a Special Council meeting in order to get the question to the Town Clerk by September 7, 2000.

Mayor Chatfield pointed out that Pension/Benefits was set up by an ordinance. Town Clerk & Mayor pointed out Ordinance in the Town Ordinance book.
Mayor Chatfield & Chair Cynthia Gibbons spoke with Attorney Yarbrough and he indicated that the Organizational chart is not part of the Charter therefore square containing Pension & Benefits can be deleted.
Patricia Geary & Gary V. Hodge pointed out that the Council’s function tonight is to accept the Charter as presented.
MOTION made by Gary V. Hodge, seconded by Delores Franks to accept the Charter Revision final copy in order to set the Public Hearing. Unanimous
MOTION made by Theresa Graveline, seconded by Gary V. Hodge to set the Public Hearing for September 5, 2000 immediately following the Town Meeting scheduled for 7 P.M. concerning the purchase of 13-13A Center Street property. Unanimous
