The Regular Meeting of the Prospect Town Council was called to order by Chair, Cynthia Gibbons at 7 P.M. Members present: Frank Bainer, Robert Doyon, Delores Franks, Patricia Geary, Cynthia Gibbons, Gary Hodge & Shirley Sabo. Absent: Theresa Graveline & Edward Miller.

MAYOR'S REPORT: Not present

CHAIR REPORT: Nothing new to report

GUESTS:

Diane Lauber, Tax Collector reviewed Suspense List (accounts deemed uncollectable) Basically motor vehicle, some real estate accounts this year: Reviewed the properties which include Summit Rd property that was up for auction no bidders, therefore, becomes the towns after six months; Mobile home which is not considered real estate property was purchased from the town by the mobile home park; Spring Rd property purchased by a developer, developer in the process of turning the land over to the town. Diane Lauber requested a total of $33,772.84 be put on suspense list. MOTION made by Gary V. Hodge, seconded by Robert Doyon to approve Tax Collector's request. Unanimous

Gene McCarthy, Public Works Dept., asked Council again to move the land committee to look into property abutting town garage. $50,000 in 1999-2000 budget and an additional $50,000 in the 2000-2001 budget. Due to the growth of the town the public works department may double in size in the next five years. Mr. McCarthy has previously explained the limitations of the building at the present garage. Patricia Geary has spoken to Theresa Graveline, Chair of the Land use Committee, she hopes to meet with the Public Works Subcommittee. Gary Hodge questioned how much land is for sale adjacent to the town garage - 1 acre commercial zone. Patricia Geary pointed out that this is under the jurisdiction of the Land Use Committee. Chair, Cynthia Gibbons read letter from Mayor Chatfield (Schedule "A" attached).

PUBLIC PARTICIPATION: Kathy Hack urged Land Use Committee to look into property adjacent to the town garage. "Urge" Council to push committee to look into. Patricia Geary indicated that Theresa Graveline will be scheduling a meeting.

MOTION made by Delores Franks, seconded by Patricia Geary to approve minutes of May 16, 2000. Unanimous

CORRESPONDENCE: Treasurers Report; Fax from DEP re: Press release on testing of mosquito infestation; Tax Collectors Report; Seminar at UCONN; Police Report; Zoning Inspectors Report; Bristol Resource Recovery pamphlet; Package from Dr. Helene, Superintendent of Reg. 16, re: Law suit a group of residents in Falls Village have instituted against Regional School District One and the Attorney General concerning the formula used by regional school districts to fund education; Copy of Public Hearing minutes re: Tax Exempt Ordinance. MOTION made by Gary V. Hodge, seconded by Patricia Geary to Place correspondence on file. Unanimous

SUB-COMMITTEE REPORTS:

Pension - Memo from Delores Franks resigning as Chair. No volunteers from council to serve as Chair to Pension and Benefits Subcommittee. Patricia Geary deeply regrets that Delores Franks resigned. Delores Franks "not wasting her time". Delores Franks suggested tabling Pensions & Benefits for now.

State Legislative Liaison - Shirley has learned that teaching Civics courses in schools will be mandatory, passed by the senate.

Patricia Geary spoke concerning benefits/co-pay. Committee has met and was ready to present plan to council. Frustrated that input not listened to, therefore, not allowed to contribute to their position, someone didn't agree so tabled without being presented. Delores Franks - Proposal is not dead; members worked hard. Patricia Geary pointed out that her comments were not directed towards Delores Franks. Shirley Sabo questioned if Delores Franks would not be presenting proposal, as the Chair, does the committee need to start over or can they pick where they left off, also feels proposal could be brought in by someone else on the committee. Cynthia Gibbons doesn't want to bring before council without a chair. Patricia Geary pointed out that Medicare supplement for retirees was part of the committees proposal and, therefore, not being presented either.

MOTION made by Gary V. Hodge, seconded by Delores Franks to adopt Tax-Exempt Ordinance, Public Hearing was held May 23, 2000. Unanimous

MOTION made by Gary V. Hodge, seconded by Delores Franks to adjourn. Unanimous Meeting adjourned at 7:39 P.M.
