Special Town Council Meeting

A Special meeting of the Prospect Town Council was called to order by Chair, Cynthia L. Gibbons @ 8 P.M. following the Annual Town Budget Meeting. Members present: Frank Bainer, Robert Doyon, Delores Franks, Patricia Geary, Cynthia Gibbons, Theresa Graveline, Gary V. Hodge & Edward Miller. Absent: Shirley Sabo.

MAYOR'S REPORT:

Motion made by D. Franks, 2nd by G. Hodge to table the mill rate. Motion Unanimous

Members received the Fair Housing Resolution and Fair Housing Policy Statement in the mail. Motion made by G. Hodge, 2nd by D. Franks to approve. Mayor Chatfield indicated it is an upgrade for State and Federal requirements. T. Graveline questioned if Resolution or Policy Statement currently in place. Mayor Chatfield "No" necessary to have in place, it pertains to grants presently being given, not a condition of receiving grant, basically an update. P. Geary feels there is no reason at this time - Mayor Chatfield indicated necessary in order to apply for an additional $200,000 in grants. D. Franks feels it is a state requirement, allows state to provide consistency & honor federal funds. Mayor Chatfield will obtain additional information. G. Hodge made a supplementary, secondary motion to table motion, 2nd by D. Franks. Unanimous

Motion made by P. Geary, 2nd by T. Graveline to approve transfer from G.F.S. to A.P.R. $3500, THB Heat $8000, THB Repairs $7500 Total $19,000. Motion Unanimous

Nolan Property & possible action: T. Graveline - Appraisal has been requested by the property owner, necessary to obtain two appraisals and possibly schedule a sub-committee meeting. Mayor Chatfield indicated money for the appraisal could be taken out of legal fees. Motion made by T. Graveline, 2nd by G. Hodge for approval of up to $1500 for two appraisals. Motion Unanimous

PUBLIC PARTICIPATION: Residents from the Woodcrest Drive neighborhood spoke off the record concerning vicious dogs in their neighborhood attacking other dogs, important to get the problem solved before children are hurt. Need for confidentiality people in the area are afraid of reprisal. Question as to whether an ordinance is in effect - an ordinance was adopted prior to Prospect joining the District Animal Control. Mayor Chatfield suggested council send a letter to the Animal Control Board. G. Hodge feels the issue of the dogs and safety is the important factor, necessary to call the people in charge, Mayor can't do anything according to law. G. Hodge feels important to get notarized statements even though concerned about reprisal, personally he wouldn't be concerned about reprisals. T. Graveline suggested filing a complaint with the Police Dept. or have direct contact with the members of the Animal Control Board. The issue of property values was also brought up. Suggestion was made to schedule a joint meeting with the Council, people in the neighborhood, Police Dept., Regional Animal Control and the Dog Wardens.
Margaret Reilly spoke on the record: Concerned for children's safety, need to solve the problem for the safety of others in town. T. Graveline suggested the residents document all incidents.

CORRESPONDENCE: Letter from Stephen W. Jenks, member of the Board of Finance for Falls Village CT - Members requested copies be mailed to them.
Motion made by P. Geary, 2nd by F. Bainer to place correspondence on file.

Motion made by R. Doyon, 2nd by G. Hodge to approve minutes of April 17, 2001 with corrections. Motion Unanimous

T. Graveline voiced her disappointment that the article in the Waterbury Republican-American in Sunday's paper didn't specifically say that the Regular Council meeting scheduled for May 1, 2001 would be canceled as she had requested at the last council meeting when the vote was made to cancel.

Motion made by B. Doyon, 2nd by E. Miller to adjourn. Unanimous. Meeting adjourned at 9 P.M.
