August 7, 2001

The Regular Town Council meeting was called to order at 7 P.M. by Chair, Cynthia L. Gibbons. Members present: C. Gibbons, G. Hodge, S. Sabo, F. Bainer, R. Doyon, D. Franks & E. Miller. Absent P. Geary and T. Graveline.

MAYOR’S REPORT: Asked for a moment of silence in memory of four Prospect residents who passed away: Eugene Sabo, Lillian Barker, Dorothy Harlow and Mrs. Cing-Mars.
Mayor Chatfield recommended canceling August 21st meeting. Motion made by G. Hodge, 2nd by B. Doyon to cancel August 21st meeting. Motion Unanimous;
Mayor reported on Yankee Gas & letter from Carmody & Torrance re: Greenwich Beach Case. Attorneys researching effect it will have on Prospect; Letter from David Young offering the Town of Prospect land between Cook Rd & Roaring Brook Rd.; Ordinance re: Cigarette Machines from Conn. Coin Machine Operators Association; Letter re: Plan of Conservation & Development; Tax Refunds totaling $1,736.38. Mayor Chatfield also suggested meeting @ 6 PM on Sept. 4th for a road trip of Caplan Park, Talmadge Hill property and any other properties the Council may like to see. Motion Made by G. Hodge, 2nd by F. Bainer to meet at 6 PM on Sept. 4th for the above reason. Motion Unanimous. There were no other questions of the Mayor.

CHAIR REPORT: Issues already covered under Mayor’s report.

PUBLIC PARTICIPATION: Tony Augelli feels Council needs to get involved more with what is going on in the town particularly sporting activities compared to other towns. Also feels nobody is taking care of Hotchkiss Field, feels Mayor Chatfield should stay and listen to what people have to say. Also not happy with attendance at meetings. Young people need to get involved in politics. Walking path at Hotchkiss Field hasn’t been completed, specifically wants to find out what’s going on at Hotchkiss Field and issue of ice skating at Hotchkiss Field not on field near town hall. S. Sabo suggested Mr. Augelli make a list with specific issue and give to the Mayor and the Council. G. Hodge suggested that Mr. Augelli needs to pin-point specific areas one at a time to allow Council to review. C. Gibbons pointed out that the Council members talk to the various boards and listen to what is going on. G. Hodge pointed out that the Council has no authority over the Board of Education. D. Franks feels that Mr. Augelli is mainly disgruntled about Board of Recreation and Hotchkiss Field. Council is very involved in finding out best plan in operating town. E. Miller suggested looking into Hotchkiss Park and have Board of Recreation come to a council meeting with a plan or a letter with the plan of development including the skating rink.
Motion made by G. Hodge, 2nd by S. Sabo to approve minutes of July 3, 2001 with correction. F. Bainer, R. Doyon, D. Franks and E. Miller abstained. Motion carried.

CORRESPONDENCE: Mayor’s Expenditures May; P&Z minutes of June 20 & July 18th; State of Conn. DEP re: Mosquito Trapping & Testing letters dated July 5, 11, 18, 19 and Aug. 1 & 7th; Police Report for June & July & Tax Refunds. Motion made by G. Hodge, 2nd by D. Franks to place Correspondence on file. Motion Unanimous

Motion made by G. Hodge, 2nd by D. Franks to approve Tax Refunds totaling $1,736.38. Motion Unanimous

SUBCOMMITTEE REPORTS:

Land Use: E. Miller – Nolan Property located on Cheshire Road necessary to discuss in executive session.
Ordinance – C. Gibbons to contact William Donovan and schedule a meeting.
SCRWA Land Study committee minutes, commission is working very hard.

Motion made by E. Miller, 2nd by G. Hodge to add Executive Session to discuss Nolan property to the agenda. Motion Unanimous

Motion made by G. Hodge, 2nd by D. Franks to go into executive session at 7:45 P.M. Motion Unanimous

No motions were made during executive session. Executive session concluded at 7:48 P.M.

Motion made by G. Hodge, 2nd by F. Bainer to adjourn Regular Council meting at 7:55 P.M.
