The Regular Council meeting was called to order by Chair Cynthia L. Gibbons at 7:03 P.M. Members present: Robert Doyon, Patricia Geary, Cynthia Gibbons, Theresa Graveline, @ 7:05 P.M., Thomas Hallaway, Thomas Hallinan, Douglas Merriman, Edward Miller, Dominick Mirabelle.
CHAIR REPORT: Re: Plan of Development, suggested joint meeting with Planning & Zoning - Special Town Council Meeting January 2, 2002 @ 8 P.M. Motion made by Robert Doyon, seconded by Dominick Mirabelle. Motion Unanimous.
PUBLIC PARTICIPATION: Tony Augelli discussed fixing center of town again at RT. 68 & 69 especially in front of St. Anthony's Church and the cemetery. P. Geary & Robert Doyon pointed out state property, necessary to go through the state. Also asked for a Board of Recreation update - Nothing available at this time.
Motion made by D. Merriman, seconded by P. Geary to approve minutes of December 4, 2001 with correction noted by T. Graveline. Unanimous.
CORRESPONDENCE: November - Zoning Inspector's Report. Police Report, Building, Electrical, Heating & Plumbing Inspector's Report; Letter from William D. Stafford Re: Land at 100 Scott Road, offering it to the Town for the Industrial site; Letter from Mayor Chatfield re: 2002-2003 budget; Motion made by D. Merriman, seconded by T. Graveline to place correspondence on file. Unanimous. P. Geary questioned Police Report and 229 Misc. Service Requests & 131 Misc. Requested more detailed information.
SUBCOMMITTEE APPOINTMENTS - T. Graveline questioned Board of Recreation Liaison. C. Gibbons indicated Mayor Chatfield will be making appointments to the Board of Recreation. P. Geary feels need for a Board of Recreation Liaison. C. Gibbons asked the members to table appointment of a liaison until January meeting when new Board of Recreation members begin their term. P. Geary feels a Board of Recreation Liaison should be appointed by the Council first before members begin their term. Motion made by P. Geary, seconded by T. Graveline to appoint a liaison prior to appointment if Board of Recreation members. C. Gibbons feels it is necessary to sit with the Mayor, a courtesy in doing so, E. Miller agreed should wait. P. Geary reiterated that this is a Town Council subcommittee appointment. T. Graveline "point of order" Motion was already made to establish a subcommittee liaison. Main purpose of the liaison is to gather information. D. Merriman moved the question. D. Mirabelle feels it is important to have a council member present at the Board of Recreation meetings. T. Graveline, P. Geary, D. Mirabelle, & T. Hallinan in favor of motion to appoint liaison today. D. Merriman, E. Miller, B. Doyon, T. Hallaway and C. Gibbons opposed. Motion denied. P. Geary disheartened that council can't establish liaison without the Mayor present.
Motion made by T. Graveline, seconded by P. Geary to appoint 9 subcommittee members. Motion unanimous. Necessary to hold an organizational meeting to appoint chair. C. Gibbons suggested scheduling organizational meeting January 15 Council meeting. Motion made by T. Graveline, seconded by P. Geary to hold a Special Meeting January 2, 2002 @ 7 P.M. for the purpuse of an organizational meeting to elect chair, establish meeting dates and adoption of Robert's Rules of Order. Motion Unanimous.
D. Merriman spoke as clerk of the Safety Committee, meetings are held at 10 A.M., named members and updates Council on what committee has been doing. Working with resident troopers, feels constables should have some authority. Emphasis on Cook Road and issues with various roads, police doing their best. T. Hallaway questioned stop sign at Juggernaut & Matthew, needs to be a three way stop. Discussion about location of new stop signs placed in town.
P. Geary requested a list of Council members with home and work numbers in order to contact them for the various subcommittee meetings. Also she has discussed with Mayor Chatfield Conn. Public Expenditures Council report.
Motion made by D. Merriman, seconded by T. Hallaway to adjourn. Motion Unanimous.
