The Special Town Council Meeting was called to order at 6:33 P.M. by Chair, Cynthia L. Gibbons. Members present: Delores Franks, Cynthia Gibbons, Patricia Geary, Gary Hodge, Theresa Graveline, Edward Miller, Robert Doyon @ 6:36 P.M. Absent: Shirley Sabo & Frank Bainer
UPDATE ON SENIOR CENTER PROJECT: Mayor Chatfield & Council members reviewed Schedule “A” & “B” attached. Mayor Chatfield has spoken to people in New Hartford where Michael James Contracting is presently doing an addition to the Town Hall. They are very please with work being done. Mayor Chatfield also had Glen Noble review plans and felt it wasn’t necessary to have two furnaces, allowing for a $5,000. savings. Hoped to use generator from Old Firehouse but it is not large enough. Senior Center is being built with a $500,000 small cities grant; Changes recommended by the Council have been made. Mayor Chatfield also passed out plan (Schedule “C” attached). Planning & Zoning special permit received. Contract signing to take place on Thursday. Site work & fill to be supplied by the town; CL&P has visited the site and it will be necessary to have a new pole installed. Some equipment will be used from old center. Grants for stove, refrigerator, etc. being worked on. Some furniture already saved from Town Hall, desks, tables, etc. until funds become available.
Edward Miller questioned whether parking problem has been straightened out. Town will use fill from road jobs.
Sidewalk recommended by Planning & Zoning Commission between Old Senior Center and Police Station. Canopy option being put off in order to save funds.
Schedule “B” reviewed: Michael James Contracting is bonded through John Deere Tractor. Warranty for one year and percentage will be held back.
Patricia Geary questioned Voluntary Deduction of $16,000 – Cover over deck deleted voluntarily by town.
Mayor Chatfield called the Architect to answer various questions:
Yielded to Eugene McCarthy – Questioned 2X8 vinyl decking being deleted and use of pressure treated lumber which would require future repairs and maintenance. Vinyl would be more expensive but lower maintenance. Savings would be $1,000. Railings would be vinyl. Theresa Graveline would like to see vinyl instead of pressure treated for decking.
Theresa Graveline questioned Division 16, #3 “Delete 4 EA LTS (TYPE A) at great room – Light Fixture deletion. Also questioned why “2X8 Collar ties…in lieu of 2X10 collar ties at floor joists” & ramp in basement being omitted – 2X8 would be used for attic (ceiling) floor joists, 2X12 for main flooring. Ramp in cellar could be constructed in the future.
Eugene McCarthy also questioned louvers for generator room if not put in it would make it necessary to chisel cement in the future.
MOTION made by Gary V. Hodge, seconded by Theresa Graveline to hire Michael James Contracting as architect for the New Senior Center. With changes to include Vinyl deck, louver or possibly closing in for generator in future. Unanimous
