The Regular Town Council meeting was called to order at 7 P.M. by Chair Cynthia L. Gibbons. Members present: F. Bainer, R. Doyon, D. Franks, P. Geary, C. Gibbons, T. Graveline, G. Hodge, E. Miller at 7:07 P.M. & S. Sabo.
MAYOR'S REPORT: No word on revenue from State Budget; Mayor Chatfield reviewed will for land on Talmadge Hill Road where John M. Forger Jr. gave his house to the Town of Prospect to be used for charitable or educational purposes, authorizing the State of Conn. to take charge if town doesn't keep, and if the property is not used for charitable or educational purposes that property shall revert to Mr. Forger's estate. (Schedule "A" attached). Mayor pointed out that the property is in disrepair and that there is a problem with the well, he also sent a copy to Janet Riddel of the Atty. Generals Office. Mayor is going to recommend turning over to the estate and suggested the Land Use Subcommittee tour the property. Mr. Forger's son who lives in Boston has also retained an attorney. Mayor Chatfield hopes to resolve this issue by the winter. Property is approx. 2 acres of land. T. Graveline questioned well problem - ½ to 1 pint of water a minute.
Year-end Transfers (Schedule "B" attached). Not using any money from the General Fund. Various questions concerning extra in Social Security - more was budgeted on the advise of the auditor. Phones due to Senior Center system. Police - due to officers during storms, etc. Elections due to Registrars and when they took office. P. Geary questioned how it is determined where the hydrants go - fire marshal and other standards that must be met. MOTION made by D. Franks, 2nd by R. Doyon to approve transfer of $31,100. E. Miller opposed. Motion carried.
Mayor Chatfield suggested canceling July 17 and Aug. 21st summer meetings. P. Geary opposed. Motion made by F. Bainer, 2nd by E. Miller to cancel July 17, 2001 meeting. G. Hodge, S. Sabo T. Graveline also opposed. Motion carried. Council to discuss Aug. 21st meeting at a future meeting
Motion made by P. Geary, 2nd by S. Sabo to add to the agenda brief executive session concerning the Nolan Property. G. Hodge opposed. Motion carried.
Motion made by T. Graveline 2nd by G. Hodge to go into Executive session at 7:20 P.M. and invite Mayor Chatfield. Motion Unanimous
Motion made by G. Hodge, 2nd by R. Doyon to come out of executive session at 7:25 P.M. Motion Unanimous. No motions where made during the executive session.
CHAIR REPORT: T. Graveline questioned information in the Prospect Pages, was under the impression that an article would be published as a collaborative effort with the Assessor, Tax Collector, Council and Mayor. C. Gibbons has spoken to D. Lauber, Tax Collector. T. Graveline feels it is important that is comes from all four entities. D. Franks also pointed out the public should be made aware of the good things in the budget.
PUBLIC PARTICIPATION: Tony Augelli, Clark Hill Rd - Disappointed in the article in the Republican-American concerning tax situation, felt dollar's and cents should have been mentioned to allow people to know what is going on. P. Geary pointed out the facts that where stated. Article should be in the Prospect Pages about the same time the tax bills go out - Also pointed out that people can figure their tax bills by the assessed value X .028. Tax rate is actually less due to reval. F. Bainer pointed out that property values due to reval have gone up. Mr. Augelli also voiced concern about property on Talamdge Hill Rd. - G. Hodge pointed out Land Use will be looking into then make a recommendation to the Council. E. Miller pointed out to Mr. Augelli that the will needs to be abided by.
Motion made by G. Hodge, 2nd by D. Franks to approve minutes of June 5, 2001 - Motion made by T. Graveline 2nd by G. Hodge to add to the end of 1st paragraph on 2nd page - everyone involved "including Council and Mayor". Unanimous - Vote on original motion to approve with addition Unanimous
Motion made by E. Miller, 2nd by D. Franks to approve minutes of June 13, 2001. R. Doyon and G. Hodge abstained. Motion carried.
E. Miller pointed out that mill rate discussion/points are well taken and be sure an open letter is printed.
T. Graveline left at 7:50 P.M.
CORRESPONDENCE: Treasurers report for April; Mayor Expenditures for March & April; Mosquito trapping update; Memo from Secretary of State re: Electronic Voting Machine Certification. Motion made by G. Hodge, 2nd by S. Sabo to place on file. Unanimous
E. Miller asked that the Treasurer be invited to a meeting.
SUBCOMMITTEE REPORTS: Ordinance to reschedule; S. Sabo discussed legislative bills and D. Franks pointed out where some of the bills come from that go to the legislature, from lobbyists, etc.
