The Regular Council Meeting was called to order at 7:01 P.M. by Chair, Cynthia L. Gibbons. Members present: Robert Doyon, Patricia Geary, Cynthia L. Gibbons, Theresa Graveline, Thomas Hallaway, Douglas B. Merriman, Edward Miller, Dominick Mirabelle. Absent: Gary V. Hodge.
MAYOR'S REPORT: Mayor Chatfield asked that when members form subcommittees that Public Works Subcommittee meet right away, issue of a possible garage on the side of present public works garage, transfer of funds may be necessary. Caplan Park update - T. Graveline questioned if original plan has changed - parking has been made bigger, also discussion about the need of a football field, decision made by Board of Recreation participation by Prospect residents has increased; Yankee gas update; New stop signs around town; 49 Talmadge Hill Rd., which was willed to the town, awaiting word from attorney generals office; December 2, 2001 5 PM tree lighting; Mayor Chatfield asked that when appointments of alternates by the town committees are made aksed that they will be sure people have time to commit; US Cap update --source of contamination has been found; water main being extended to new medical complex; CL&P cutting along roads poles being replaced; next meeting auditor will have a draft. Discussion concerning Caplan Park continued - conduits are in for lights in the future. T. Graveline disappointed with change since football participation is small compared to softball. Gene McCarthy pointed out that there is an increase in football participation due to the new high school. T. Graveline questioned use of Canfield Park for football - Mayor Chatfield pointed out only doing an update, suggested members attend Board of Recreation meetings. P. Geary suggested inviting Board of Recreation after newly organized. T. Graveline requested Mayor Chatfield fax to her a copy of the letter sent to the Attorney General re: Talmadge Hill Rd. property. P. Geary questioned skating rink - Mayor indicated will be located on field near town hall, Gene McCarthy will have in for this winter.
GUESTS: Chair, Robert Hiscox and Vice Chair, Gil Graveline from the Planning and Zoning Commission submitted Draft of Plan of Conservation & Development Update. Robert Hiscox gave an overview, Council members need to read the plan, 65 days after Council receives per state statute, plan goes back to Planning & Zoning then at least two Public Hearings will be held and can finally be adopted. Solid guide for all boards that will service the entire town. Various questions were asked by the Council - Plan offers direction for Planning & Zoning and the town overall. T. Graveline pointed out the need to number the map pages.
PUBLIC PARTICIPATION: Tony Augelli questioned Water Co. update - T. Graveline - Negotiations not resolved between So. Central and Conn. Water Co. Also Board of Education liaison - new one will be appointed. Also questioned why gas line was put in and liability - Gene McCarthy gas line was put in to complete loop between Waterbury & Naugatuck. Mr. Augelli also questioned the need for a park department or more help for the Public Works Dept.
Motion made by E. Miller, 2nd by P. Geary to approve minutes of October 16, 2001. D. Merriman, T. Hallaway and D. Mirabelle abstained. Motion carried.

SUBCOMMITTEES: Chair, C. Gibbons handed out list of previous subcommittees and members, asked that Council members look at and make recommendations.
E. Miller questioned gates at Hotchkiss field, one has been repaired. Gene McCarthy pointed out that playscape gates have been fixed three times, vandalism is the problem, waste of money. Gene McCarthy also suggested Council members attend Board of Recreation meetings. Discussion also continued concerning need for additional personnel for public works, possibility of two additional employees. P. Geary questioned need for irrigation at fields - Gene McCarthy pointed out that it is a necessity due to the usage of the fields compared to years ago.
