The Town Council Meeting was called to order by Vice Chair Robert Doyon at 7 P.M. Members present: Robert Doyon, Patricia Geary, Theresa Graveline, Thomas Hallaway, Domenic Jannetty, Douglas Merriman, Edward Miller and Dominick Mirabelle @ 7:15 P.M. Absent: Cynthia Gibbons

MAYOR'S REPORT: Mayor Chatfield turned the floor over to Rev. Norman from the Prospect Congregational Church - Rev. Norman gave members 2 handouts re: Prospect Renaissance Faire, Carmen Cavallaro and Sandra Plankey co-chairs of the faire explained what the faire is all about, advertised in Renaissance Magazine a national magazine. Parking for the Faire will be at Algonquin and Long River Schools possibly other areas in the center of town. Would like to get organizations from town involved.

Diane Lauber, Tax Collector, reviewed suspense list for fiscal year ending June 30, 2002, accounts that are deemed as uncollectible. Accounts that are transferred to suspense are removed from consideration as assets of the Town but are not abated as a tax liability of the person against whom it was levied. Taxes listed in suspense are collected whenever possible. Total $12,214.62 goes in suspense rate book. Motion made by D. Merriman, 2nd by T. Hallaway.

Diane also handed out the notices that will be going in the tax bills this year.

Diane also reminded Council concerning follow-up with the town attorney concerning Santo's request for back taxes. Town could enact an ordinance. Diane feels laws (State Statutes) need to be followed and enforced. Mr. Santo's is looking for a credit and the answer should come from the Council in coordination with the Town Attorney.

MAYOR: 49 Talmadge Hill Rd. nothing to report on state of Conn. intentions; Appointment of Auditor - Motion made by T. Hallaway, 2nd by T. Graveline to appoint Michael Battista as Auditor for the Town of Prospect. P. Geary still looking for response concerning the 53rd week salary. Motion Unanimous

Mayor Chatfield reviewed 175th anniversary celebration July 28th to 30th

Mayor Chatfield reviewed Resolution of the Town of Prospect Small Cities Program. Motion made by P. Geary, 2nd by D. Merriman to make application to the State for $400,000 for Small Cities Community Development Program. Qualifications based on income guidelines. Motion Unanimous

Mayor Chatfield handed out final version of Waterbury/Prospect Intermunicipal Sewer Agreement for members to review.

Mayor reviewed Ordinance Regarding Waterbury Pollution Control Authority. Suggested Public Hearing to be held July 16, 2002 @ 6:45 P.M. to vote on the ordinance. Water Pollution Control Authority regulations being worked on. Motion made by D. Merriman, 2nd by E. Miller to schedule a Public Hearing for the Water Pollution Control Authority Ordinance July 16, 2002 @ 6:45 P.M. prior to the Regular Council Meeting. Motion Unanimous

Discussion concerning a future park ordinance. Information previously sent to Council members.

Response received from CCM with examples of ordinances that prohibit underage drinking.

Renewal Resolution of Municipal Legislative Body re: Development Grant for municipal project known as Caplan Park. Motion made by T. Graveline, 2nd by P. Geary to approve. Motion Unanimous

  4. Mayor reviewed. Motion made by D. Merriman, 2nd by T. Hallaway. P. Geary questioned Benefits Town Employees - Increase due to benefits and pension increase after previous budget was passed. P. Geary also questioned $24,000 into parks - Mayor indicated was for maintenance, Hotchkiss Field curtaindrains, etc. P. Geary opposed. Motion carried

Mayor handed out fax received from City of Danbury re: Asst. Director of Public Works salary.

Mayor Chatfield recommended canceling July 2nd and Aug. 6th Council Meetings. Motion made by T. Hallaway, 2nd by D. Mirabelle to cancel. P. Geary & T. Graveline opposed. Motion carried

D. Mirabelle questioned transfer of $24,000 for Parks, not for Little League Field, town only does mowing there. D. Mirabelle also suggested council members visit Hotchkiss Field concerning people from out of town. B. Doyon recognized Gene McCarthy, Asst. Director of Public works who suggested town charge for permits to out of town residents. D. Mirabelle also indicated that he wrote a proposal to the Council in the past. D. Merriman reiterated what the Mayor said concerning ordinance and meeting with the Board of Recreation.

Motion made by P. Geary, 2nd by D. Merriman to go into Executive session at 8:03 P.M. to discuss personnel matters pertaining to Asst. Director of Public Works and to discuss negotiations and appraisals concerning Commerce Park @ 25 Scott Road. T. Graveline and D. Jannetty recused themselves from 2nd portion of executive session. Motion to go into executive session Unanimous.

Motion made by P. Geary, 2nd by D. Mirabelle to conclude executive session at 9:10 P.M. Unanimous. No votes or motions were made during executive session.

P. Geary reminded members that the Pension/Benefits subcommittee will meet July 16th @ 6 P.M. re: supplemental benefits for retired employees.

P. Geary made a motion, 2nd by D. Mirabelle to establish the Assistant Director of Public works salary at $62,500. Committee to be established and report to council no later than September 3, 2002 for compensation/stipend for winter hours or salary change. Motion Unanimous

D. Mirabelle left meeting at 9:10 P.M.
