May 7, 2002

The Regular Town Council meeting was called to order @ 7 P.M. by Chair Cynthia L. Gibbons. Members present: Robert Doyon, Patricia Geary, Cynthia Gibbons, Theresa Graveline @ 7:03 P.M., Thomas Hallaway, Domenic Jannetty, Douglas Merriman, Edward Miller and Dominick Mirabelle @ 7:08 P.M.

MAYOR'S REPORT: Still working on W2's that D. Mirabelle requested. Mayor Chatfield referred to Section 8.04 of the Prospect Town Charter concerning setting Of the miii rate. Motion made by R. Doyon, 2nd by D. Merriman to table the mill rate. Motion Unanimous

Kevin Knowles, Director of Marketing, reviewed "First Amendment" to Workforce investment Act lnterlocal Agreement. Reviewed Article IV. The initial agreement allows for job training and finding work for dislocated workers. Mayor Chatfield pointed out the organization is made up of Council of Government members. Original agreement allows improvement of skills to get people back in the workforce. Mayor Chatfield has reviewed with Town Attorney - Wtby will receive the grant funds. Mayor Chatfield pointed out that council members would basically be amending May 16, 2000 minutes. This has been an ongoing process, services will be available for Prospect residents. Motion made by E. Miller, 2nd by T. Hallaway to authorize the Mayor to sign the "Amended" Workforce investment Act Agreement Motion Unanimous

Presently Mayor Chatfield has nothing to report on 49 Talmadge Hill Rd. property; Anthem Stock - Motion made by E. Miller, 2~ by R. Doyon to authorize Mayor Chatfield to sell 746 shares and put in an escrow account. Motion Unanimous

Mayor Chatfield gave Council members three packets to review:

Letter dated May 2, 2002 from Brennan & Isaac Attorneys at Law re: Thomas Santos vs. Town of Prospect - Diane Lauber, Tax Collector will be present at next meeting to review; Water Pollution Control Authority packet which includes agreement with Cheshire for sewer line. Agreement being worked on with the City of Waterbury to allow new medical building and Scott Rd. property to hook up to sewer line in the future. Presentation will be made with Town Engineer & Water Pollution Control Authority. Council has the authority to authorize Water Pollution Control Authority to act. Notice of Bid dated May 2, 2002 also for Council members to review. Will be replacing 18-19 year old truck.

Also for review Chesprocott Health District Budget FY 2003. Discussion re: legislation regulating smoking.

Mayor Chatfield suggested Council members hold an executive session to discuss personnel matters and review of land purchases.

Motion made by P. Geary, 2nd by T. Graveline to add executive session with Eugene McCarthy and Mayor Chatfield to the agenda and since there was no Public Participation to go into executive session. Motion Unanimous

Executive Session began at 7:28 P.M. No motions or votes were made during executive session.

Motion made by T. Graveline, 2nd by D. Merriman to come out of executive session at 8:22 P.M. Motion Unanimous

Discussion took place concerning May 21st meeting, clerk not available and some members may not be able to attend due to concert at Community School or for other personal reasons. No motion was made to change the meeting.

Mayor Chatfield also thanked members for attending Annual Town meeting.

Motion made by T. Graveline, 2nd by D. Mirabelle to approve minutes of April 22, 2002. R. Doyon abstained. Motion carried.

Motion made by D. Merriman, 2'~ by E. Miller to approve minutes of April 15, 2002. Motion Unanimous

CORRESPONDENCE: Promotional pamphlet from Loureiro Engineering Associates, Inc.; Mayor's Expenditures for Jan. &Feb.; Tax Collectors reports for Feb. & March; Land Use Subcommittee minutes from March 12; April zoning Inspectors

Report; Treasurers Report for Jan. & Feb., Petition to Protect CT. Kids; Chesprocott Budget; Stock Certificate. Motion made by T. Graveline, 2nd by Domenic Jannetty to place correspondence on file. Motion Unanimous

Subcommittee Reports:

T. Graveline reported that next Land Use Subcommittee SCRWA Land Study Committee will be meeting next Tuesday. Possible presentation to the Council June l18th".

Motion made by D. Merriman, 2nd by D. Mirabelle to adjourn at 8:35 P.M. Motion Unanimous
