The Regular Town Council meeting was called to order by Chair Cynthia L. Gibbons @ 7 P.M. Members present: Robert Doyon, Patricia Geary, Cynthia Gibbons, Theresa Graveline, Thomas Hallaway, Domenic Jannetty, Douglas Merriman, Edward Miller & Dominick Mirabelle.
MAYOR'S REPORT: CCM packet re: Parks Ordinance; Attorney Yarbrough will be at the Oct. 15th meeting to update members on 49 Talmadge Hill Rd. property; Salary survey spreadsheet re: Asst. Director of Public Works salaries handed out to members, subcommittee to meet Friday morning, Oct. 4th in the Mayor's Office; Letter from Fire Chief re: Open House Thurs. night Oct. 10th for Fire Prevention week.
Representative from Council of Governments Central Naugatuck Valley, Peter Dorpalen, Executive Director and URS Corporation (consulting firm) representative Howard M. Mirsky made a presentation re: RT. 69 Traffic Study. RT. 69 Corridor two-year study completed. Study covered Prospect, Waterbury and Wolcott. Intent of the study was to give feedback on how to improve safety. Workshops were held and goals and objectives were set. Eight study tasks and project limits were reviewed. Proposal to add westbound land on RT. 68; suggestions of Business District widening in certain locations, shoulder on either side at Summit Rd & 69 and @ Scott Rd. & 69 to allow for a bypass lane. Would be an 8' shoulder, 20' total width in each direction for bypass capability. Would like as little impact as possible to adjacent properties. D. Merriman questioned if sidewalks would be considered - Village center concept still proceeding with UCONN. Gene McCarthy, Asst. Director of Public Works, pointed out maintenance of sidewalks would need to be considered. Discussion as to curb cuts at St. Anthony's, Olivers & CVS were suggested. Final report will be published. P. Geary pointed out that CVS driveway is one of the worst. Mayor Chatfield questioned RT. 68 to Industrial Park and traffic backup. Doing something to Carmel Dr. would help with traffic backup. Discussion re: Maria Hotchkiss Rd & Coer Rd. difficulty seeing cars coming. Brochure will be coming out along with Final Report. Zoning Regulations necessary to give the town more power to review where driveways can be put along Rt. 68 & 69. Mayor Chatfield questioned bus issue at intersection of 68 & 69, suggestion of a light on a pole where the stop sign is with a timer as a supplemental light. D. Merriman asked if sidewalks are out of the question - Mayor working with UCONN School of Architecture, maintenance of sidewalks is one of the issues. Necessary to see what town is envisioning. T. Graveline questioned funding - state & federal grants for state highway (Routes 68 & 69).

NEW BUSINESS: D. Jannetty questioned issuing building permits if someone owes back taxes - Ordinance is in place. Also questioned if someone does work for the town and they owe back taxes why are they getting paid, shouldn't be allowed - need to start with the ordinance subcommittee and get examples from CCM.
Pension meeting was held prior to regular council meeting, next meeting Oct. 4th @ 3:15 P.M. with Peter Hughes re: benefits for retirees.
Ordinance subcommittee also met prior to regular Council meeting will be meeting Oct. 11th re: Park Ordinance.
